Title

Hold a public hearing on a Special Use Permit Application, SUP-25-0001 (ZaZa Car Wash), a request to allow a car wash tunnel on approximately 2.05 acres of property zoned “CG” (General Commercial), generally located on the northwest corner of Abilene Street and South Egret Bay Boulevard (FM 270) (Director of Planning)

 

Background:

A public hearing is required to consider this Special Use Permit (SUP) for a “Car Wash” use within the General Commercial zoning district.

 

Project Timeline

August 10, 1999 - The property was initially zoned as “CG” General Commercial.

March 26, 2024 - A Pre-Development Meeting for this proposed use was held.

September 19, 2024 - The applicant held a neighborhood meeting in League City.  No one attended the neighborhood meeting.

January 13, 2025 - The applicant submitted a Special Use Permit application to the Planning Department.

July 3, 2025 - Public hearing notices were mailed to the surrounding property owners.

July 3, 2025 - A public hearing sign was posted on the property, and notice was published in the newspaper.

July 21, 2025 - Planning & Zoning Commission held a public hearing and recommended approval of the request.

August 12, 2025 - City Council is scheduled to conduct a public hearing and consider the request on first reading.

August 26, 2025 - If approved on first reading, City Council will consider the second reading of the request.

 

Project Summary:

The applicant is proposing a car wash, classified as an “Automobile/Vehicle Car Wash” use, on approximately 2.05 acres (89,289 square feet). The site will consist of a 6,204 square foot single-tunnel conveyor car wash with 23 self-service vacuum stalls and associated site improvements on a parcel zoned “CG” General Commercial.

 

The Subject Tract is located along the west side of South Egret Bay Boulevard (F.M. 270). Currently, the subject property is vacant and abuts an existing drainage ditch to the west, a commercial development to the south, and a City Facility (260 S Egret Bay Boulevard) to the north.

 

The site will feature 45,977 square feet of green space, significantly exceeding the City's minimum requirement of 15% (13,395 sq. ft.). Additionally, a 36-inch berm with a 4:1 slope is proposed along the site frontage to provide enhanced visual screening and soften views of the development from the public right-of-way.

 

The property conforms to the Future Land Use Map in the 2035 Comprehensive Plan, which identifies the area as EADC (Enhanced Auto Dominant Commercial). According to the 2035 Comprehensive Plan, Enhanced Auto-Dominant Commercial is focused on convenience and access for customers and employees exclusively by automobile.

 

On July 21, 2025, the Planning and Zoning Commission held a public hearing. No citizens spoke. The Commission recommended approval, subject to staff’s conditions by a vote of 8-0-0.

 

Staff recommends approval of the Special Use Permit subject to the following conditions:

 

1.                     The SUP shall expire after a period of 24 months beginning upon the date of adoption of the SUP ordinance by City Council if no formal application is submitted to the City for development of the site.

2.                     The uses permitted on site will be limited to those permitted in the base zoning district and identified by the Special Use Permit. The only use permitted by this SUP is a Car Wash.

3.                     The site layout shall be substantially similar to that which is displayed on the site plan, landscape plan, and elevations.

4.                     Landscaping:

a.                     Seventy-five percent (75%) of plant materials for the overall site shall be from the League City Watersmart plant list.  At least three different tree species, two different shrub species, and one ornamental grass species shall be included in the project landscaping;

b.                     All plant materials screening mechanical equipment must be at least the height of the mechanical equipment it is screening at time of installation.

5.                     Signage: The project shall comply with Chapter 125, Article 8, Signs of the Unified Development Code, with the following exception:

a.                     The only freestanding sign permitted is a monument sign with a base matching the character and design of the principal structure.
