Consider and take action on a resolution to submit a Local On-System Improvement Project Agreement (LOSA) to TxDOT for construction permit approval for the Walker Street at SH96 intersection improvements (ST1913) (Executive Director of Capital Projects)

 

Background:

Approval of this resolution will authorize the City Manager to execute an agreement with TxDOT to proceed with the approval of construction plans associated with the Walker Street at SH96 Intersection Improvements Project (ST1913). 

Under Texas Transportation Code, Section 201.103, TxDOT is responsible for the design, construction and operation of the state highway system.  A portion of this project falls within the TxDOT jurisdiction and therefore must receive prior approval from TxDOT. TxDOT requires a LOSA be prepared for any local government work that involves any improvements within TxDOT ROW totaling over $50.  The LOSA is required to obtain a TxDOT Permit.  The fixed price amount of payment by the Local Government to the State for the State’s direct and indirect costs as stated in Article 3, C and D of the Agreement in the amount of $6,021.08.

 

A TxDOT Permit is needed for the work within SH96. The construction phase of this project is funded through Galveston County Bonds.

The scope of work proposed at this intersection will:

                     Correct cross grading issues through the intersection.

                     Extend the Eastbound to Northbound left turn lane.

                     Install a new right-term lane for Eastbound to Southbound traffic.

                     Extend the Westbound to South bound left turn lane.

                     Install a new right-turn lane for Northbound to Eastbound traffic.

                     Install a new right-turn lane for Southbound to Westbound traffic.

The design is nearly complete however TxDOT will eventually require a LOSA for approval of the Permit.  Plans are currently in permit review process between TxDOT and design consultant.  A resolution authorizing the City Manager to sign the Agreement is required for submittal to complete the permit process.

The project is expected to bid in Fall 2026 with construction starting in early 2027 pending lead times on signal equipment. Construction duration expected to be 9 months.

FUNDING
