Title

Consider and take action on a resolution to name the proposed East-West roadway that will connect Landing Boulevard and Maple Leaf known as “New Road B” in the 2018 Master Mobility Plan as Winfield Parkway (Council Member Cones and Council Member Hicks)

 

Background:

 

Approval of this resolution will direct staff to name the proposed East-West roadway that will connect Landing Boulevard and Maple Leaf as Winfield Parkway. This roadway is reference to as “New Road B” in the 2018 Master Mobility Plan, and runs through the Lloyd, Duncan, and Westland Ranch Planned Unit Development, in-between FM 517 and Muldoon Parkway (See attached illustration)

 

To honor the significant contributions of the Winfield family to the City of League City, the city has contacted the PUD developers, including Ashton Woods Homes and Forestar Group, who mutually agreed to the name change of the roadway.

 

The roadway will be considered a Collector/Arterial type road for the City and based on the City’s 2018 Master Mobility Plan, it is anticipated to accommodate 10,000 to 15,000 vehicles per day once the westside of League City has been built out. This roadway will be constructed in conjunction with the expanding development on the City’s westside over the next several years. It is anticipated that the western edge of Winfield Parkway could be in design in mid-to-late 2024 with construction in the 2025 or 2026 timeframe. The Eastern portion of Winfield Parkway is in very early development discussions and development in this area is not expected to start until late 2025. The middle portion of Winfield Parkway is not currently associated with a development.

 

In 1902, Alexander Winfield, a Civil War Army veteran who served as a Buffalo soldier in the 41st and 24th infantry, established his home on a 40-acre tract now known as Hobbs Road. The Winfield family were among one of the first African American families to settle within this region.

 

Driven by their profound faith, they founded the Methodist Episcopal Church congregation. This establishment later evolved into the Faith United Methodist Church, where a Texas State Historical marker stands today, commemorating the Winfield family's pivotal role in shaping League City's history.
