Consider and take action on a resolution authorizing an agreement with Weisinger Incorporated to provide comprehensive well evaluation and repair services for the Countryside Water Well in an amount not to exceed $205,920 (Director of Public Works)

 

Background:

Approval of this item will authorize the award of Request for Proposal (RFP) 26-030 to Weisinger Incorporated to provide comprehensive well evaluation and repair services for the Countryside Water Well from August 1, 2026 through September 30, 2026 in an amount not to exceed $205,920. An additional $50,000 is added to address any unforeseen expenditure that may arise during the completion of this work.

 

On April 28, 2026, the City released RFP 26-030 Countryside Water Well Assessment and Repair. One qualified sealed bid was received on June 1, 2026 from Weisinger Incorporated in the amount of $662,075.

 

The Countryside Well and Booster Pump Station, located at 5929 FM 518 West, provides supplemental water pressure and emergency water supply to the City's western service area near Bay Area Boulevard. This well is one of the City's oldest production wells and was last rehabilitated in 2013.

 

The annual well inspection identified excessive pump vibration and metal particulates in the well sample, indicating the need for rehabilitation and pump repairs.

 

Due to the specialized equipment required to perform downhole work, Weisinger submitted a full-service proposal with unit pricing that covers all potential rehabilitation and pump repair activities. This approach allows repairs to proceed efficiently without delays for additional procurement if conditions encountered during the work require additional services.

 

The requested not-to-exceed amount of $205,920 was developed by staff in coordination with Weisinger based on the deficiencies identified during the annual inspection. The total includes $50,000 to address any unforeseen conditions encountered during the repair process.

Unforeseen Expenditures - $50,000

Total Not to Exceed - $205,920

 

Staff recommends awarding the contract for RFP 26-030 Countryside Water Well Assessment and Repairs to Weisinger Incorporated for a comprehensive well evaluation and repair services for Countryside Water Well in an amount not to exceed $205,920 based on the bid pricing and services abilities.

FUNDING:

{X} Funds in the amount of $155,920 are available from Water Production’s Utility System & Repair Account 10207300-52620. A future budget amendment of $50,000 is required and will be presented within the Utility Fund existing appropriations.
