Consider and take action on a resolution authorizing a construction contract with Environmental Allies, LLC, for the FM 518 & Wesley Drive Phase 1 Drainage Improvements Project (DR2010) in an amount not to exceed $2,845,262, authorizing an additional $284,526 for a Work Change Directive budget, and authorizing a construction material testing services contract with Terracon Consultants in an amount not to exceed $25,400, for a total construction budget of $3,155,188 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize a construction contract with Environmental Allies, LLC, for the FM 518 & Wesley Drive Phase 1 Drainage Improvements Project (DR2010) in an amount not to exceed $2,845,262, authorizing an additional $284,526 for a Work Change Directive budget, and authorizing a construction material testing services contract with Terracon Consultants in an amount not to exceed $25,400, for a total construction budget of $3,155,188.
The project scope is to improve the existing storm drainage system along FM 518 (Main Street), South Wesley Street, and North Wesley Drive, consisting of removal and replacement of existing pipes with new 18-inch thru 36-inch diameter RCP’s, 5’×5’ thru 10’×5’ RCB’s with associated junction boxes, curb inlets, storm sewer laterals, headwalls/wingwalls, excavation and backfill, concrete and asphalt roadway pavement work, and other items. The proposed storm system upgrade will outfall into Corum Ditch, improving stormwater conveyance in the project area.
Roadway improvements include removal and replacement of concrete and asphalt pavements, driveways, sidewalks, and pavement markings within the disturbed construction limits necessary to install the underground drainage infrastructure. Pavement restoration, including permanent pavement striping and markings, will be completed to match existing grades, configurations, and TxDOT standards upon completion of drainage work.
The project also includes extensive traffic control, phased construction sequencing, lane closures, and detours necessary to maintain traffic operations along FM 518 and North and South Wesley Drive throughout construction, in accordance with the approved Traffic Control Plans and TxDOT permit requirements. Construction activities within the TxDOT right-of-way along FM 518 will be performed under TxDOT approved Permit, and in accordance with TxDOT standards, approved traffic control plans, and the applicable Advance Funding Agreement terms and conditions. The project also incorporates Storm Water Pollution Prevention Plan (SWPPP) measures, tree protection, and coordination with TxDOT’s local office for work within the FM 518 right-of-way.
Nine (9) sealed bids were received on December 18, 2025 (Bid No. 26-012). Based on the City’s A+B bidding method and bids and contract times received, Environment Allies, LLC submitted the lowest responsive and responsible cost value bid in amount of $2,845,262 and 180 calendar days to complete work. Attached is the City’s engineering consultant’s recommendation of award with the bid tabulation.

FUNDING
{X} Funding in the amount of $3,155,188 is available from CDBG-DR ($2,512,507) with expenses charged to project expense string DR2010-CONSTRUCT-CONSTRUCT-CDBG-DR and ($642,681) from the 2020 PROP A issuance (Drainage) with expenses charged to project expense string DR2010-CONSTRUCT-CONSTRUCT-20PROPA.
If available CDBG-DR funds from other phases can be reallocated, they will be used in lieu of the 2020 PROP A funding.
