Title:

Consider and take action on a resolution authorizing a professional services agreement with KemperSports Management LLC to perform a comprehensive operational and financial assessment of The Ballpark at League City in an amount not to exceed $65,800 (Assistant City Manager)

 

Background:

Approval of this item will authorize a professional services agreement with KemperSports Management LLC to perform and produce a comprehensive operational and financial assessment of The Ballpark at League City that will allow the City to assess the overall operations and fiscal sustainability of The Ballpark.  KemperSports has additionally been commissioned to specifically identify needed capital investments, as well as opportunities for revenue growth and market expansion (see Attachment 2 - Exhibit A for the Scope of Work).

 

Request for Proposal 26-016 was published on January 5, 2026. The objective of this solicitation was to identify a qualified consulting firm with demonstrated expertise in sports and recreation facility operations, financial analysis, and strategic planning to perform a comprehensive operational and financial assessment of The Ballpark at League City. Two (2) bids were received on February 2, 2026. A five-member evaluation team comprised of City Staff (Assistant City Manager, Executive Director of Development Services, Executive Director of Information Technology, Facilities and Ballpark, Director of Finance, and General Manager - The Ballpark at League City) evaluated all proposals and awarded points based on the following criteria:

                     Firm Qualifications and References - 20 points/evaluator

                     Project Understanding and Approach - 20 points/evaluator

                     Project Team and Experience - 15 points/evaluator

                     Work Plan and Schedule - 20 points/evaluator

                     Fee Proposal - lowest bid/other bid *25 points/evaluator

 

Cumulative totals of the five (5) committee members are as follows:

                     KemperSports Management - 447

                     Victus Advisors - 424

 

KemperSports Management received the highest overall score, offered the lowest pricing and fees overall, and was selected for the contract. The project is scheduled to be completed in 123 days with the following objectives (detailed in the Exhibit A attachment):

                     Comprehensive Operational Review

                     Financial Assessment

                     Market & Economic Analysis

                     Facility Utilization & Optimization

                     Facility Condition & Capital Needs Assessment

                     Strategic Recommendations

                     Implementation Framework

 

The required project deliverables are:

1.                     Project Work Plan and Timeline (within 30 days of contract award).

2.                     Comprehensive Operational and Financial Assessment Report.

3.                     Facility Condition and Capital Needs Matrix.

4.                     Market, Economic, and Marketing Potential Analysis.

5.                     Five-Year Capital Investment and Implementation Program.

6.                     Executive Summary and Presentation Deck for Council.

 

The Not to Exceed of $65,800.00 includes two components:  a $60,800 Service Fee and $5,000 for qualified travel expenses.  The Service Fee will be paid in four (4) equal installments payable on the following milestone completions:

                     Initial Service Fee invoice in the amount of $15,200 following the site visit / kickoff and initial data collection

                     Second Service Fee invoice in the amount of $15,200 upon delivery of preliminary findings / existing conditions assessment

                     Third Service Fee invoice in the amount of $15,200 upon delivery of a draft report (financials, market analysis, capital framework)

                     Final Service Fee invoice in the amount of $15,200 upon delivery of final report and Council presentation materials.

 

Qualified Travel Expenses will be reimbursed to a total of $5,000.  These expenses will be invoiced on a monthly basis during the month they occur and will be reimbursed as approved by the City. Any travel expenses that exceed the $5,000 budget will be covered by KemperSports

 

The expected outcome of this project is a stronger, more viable, and sustainable City asset that will continue to provide economic and recreation opportunities for many years to come.

 

KemperSports Management has 47 years of experience planning and operating sports, recreation, entertainment, golf, and destination resort properties nationwide.  They are recognized industry leaders in youth sports facility planning, development, and operations with a regional and national support network of industry experts.  They manage over 215 facilities including 69 municipal clients.

 

KemperSports manages the following sports and recreation facilities within the state of Texas:

                     Mansfield Fieldhouse in Mansfield, TX

                     Hanner Sports Complex in Clyde, Texas (provide only marketing and business development, programming, and operational consulting)

                     Community Park in Justin, TX

                     Dream Complex in  Justin, TX

                     The Dream Complex in Justin, TX is a planned sports complex that they provided consulting services for.  It is currently in the funding phase. Once funding is secured, the project will move into development with Kemper Sports as the management partner.  It is not yet operational

                      The Fields at Station 63 | Mansfield, TX

                     The Fields at Station 63 in Mansfield, TX is a baseball and softball complex that is currently undergoing a renovation as part of a public-private partnership between KemperSports and the City of Mansfield, Texas.  Kemper initially consulted with Mansfield on a similar scope of work to this contract. The city later decided to look for a third-party operator, and KemperSports Management was awarded that work and now manages the facility.

 

Within the state of Texas, Kemper also manages 12 Golf facilities including The Battleground at Deer Park Golf Course in Deer Park, TX. 

 

CONTRACT ORIGINATION: Agreement has been reviewed by the City Attorney’s Office.
