Consider and take action on a resolution authorizing an expenditure of an amount not to exceed $796,900.00 with Ready Power LLC for the purchase of four generators utilizing FEMA Hazard Mitigation Grant Program Funding (City Manager & Executive Director of Facilities and Information Technology)
Background:
Approval of this resolution will authorize an expenditure with Ready Power LLC for the purchase of four (4) emergency generators in an amount not to exceed $796,900.00 utilizing grant funds through the FEMA Hazard Mitigation Grant Program.
On January 16, 2026, the City issued Invitation to Bid (ITB) 26- 027 Emergency Generators.
Four (4) responses were received on February 4, 2026, of which only one was responsive.
Responsive bid:
Ready Power LLC - $796,900.00
Non-Responsive bids based on inability to meet delivery deadline to receive grant funds:
Land and Sea - $515,160.00
Crescent Engineering - $525,320.00
MNI Diesel - $582,109.15
In order to receive grant funds, all work must be complete with generators installed and operational prior to June 6, 2026. In July 2025, staff requested an extension to the September 2026 deadline, to which FEMA asked in December 2025 for additional information on the reason for the extension request. In January 2026, staff responded to FEMA’s request for additional information. As of the drafting of this agenda item (February 17, 2026), FEMA has not responded with a determination on the time extension. In order to prevent losing the grant funding based on the current June 6, 2026 completion date, staff is presenting this bid award to City Council for approval to the one vendor whose bid meets the time constraint.
As detailed in the bid advertisement, all bids that could not meet the deadline of June 1, 2026, for delivery were excluded, leaving Ready Power LLC as the only responsive bid. Federal Regulations set forth in 2 CFR 200.320(b)(1)(e) allow bids to be rejected for justifiable reasons, including timeliness.
The four permanent back-up generators will provide essential back-up power to four facilities that have been identified as critical to the City’s operations in the event of power outages. These locations include the Civic Center, 400 W. Walker St, City Hall Annex, 500 W. Walker St, Public Works Operation Center, 1701 W. League City Pkwy, and League City Community Center, 400 S. Kansas Ave.
This purchase qualifies for grant funding through the Hazard Mitigation Grant Program (HMGP) DR-4572, PW009 Grant and was bid according to Federal Procurement.
With the adoption of Resolution 2021-127, Council approved applying for and accepting grant funds in the amount of $1,096,658.46, through the Hazard Mitigation Grant Program (HMGP) for the purchase of permanent backup generators to be installed at locations deemed critical to the City. This grant is 90/10 with the City's match at 10% of the total project cost. All the locations chosen are within the approved Scope of Work within the grant agreement.
Staff recommends approval of the proposed purchase of the four generators in the amount not to exceed $796,900.00, to enhance the City’s ability to maintain continuity and critical services during a power outage.

FUNDING
{X} A future budget amendment is required in the amount of $796,900 to the Hurricane Laura special revenue fund 8030 with expenses posted to Capital Equipment account 8030280-55730 and grant revenue posted to Reimbursement from FEMA account 8030-48700. This is a 10% match grant with the City’s portion estimated at $79,690 to be funded by a cash transfer from Tax Supported CIP cash fund 5015.
