Title

Consider and take action on a resolution authorizing Amendment 2 to the Professional Services Agreement with Halff Associates, Inc. for the Lobit Park Phase 2 Project (PK2206) for additional engineering design services in an amount not to exceed $48,500 (Executive Director of Capital Projects)

Background:

Approval of this resolution will authorize Amendment 2 to the Professional Service Agreement with Halff Associates, Inc. for the Lobit Park Phase 2 Project (PK2206) for additional engineering services in an amount not to exceed $48,500.   The additional services addresses design revisions, additional detention and drainage evaluations, civil design revisions, new pedestrian bridge design, landscape architecture revisions, and restroom additional coordination required to advance the Phase 2 design.

The Lobit Park Phase 2 design has required extensive coordination and drainage evaluation to develop a feasible design within the existing site and downstream drainage constraints. The drainage work has involved evaluating multiple detention pond configurations and the variance requirements associated with each option.  Based on preliminary modeling results, the City directed Halff to proceed with an option that did not require expansion of the proposed detention pond; following the 60% design review, City comments required additional evaluation and revisions to the proposed drainage approach to meet development requirements.  Halff subsequently evaluated additional detention and drainage options, prepared a revised detention pond layout and calculations, and coordinated the resulting site revisions.

The drainage revisions affected other portions of the park layout.  Civil engineering revisions include regrading the pond, parking lot, field, and restroom areas, as well as revisions to the drainage and dimensional-control plans.  Additional site planning and landscape architecture work required to incorporate the revised detention pond and related changes.   Also, during Phase 1 construction, it was determined the existing wooden pedestrian bridge was beyond repair and thus requiring a new bridge design be included in Phase 2.

These additional design items and associated fees are outlined below:

1.                     Detention / Drainage Evaluation - $26,000

Evaluate multiple detention pond and drainage options; evaluate associated variance requirements; respond to City direction and 60% review comments; prepare revised detention pond layout and calculations; coordinate the revised option toward final direction.

2.                     Civil Engineering Services - $18,000

Revise grading and drainage plans to incorporate the revised pond and site layout; regrade pond, parking, field, bridge, and restroom areas; revise drainage and dimensional-control plans; coordinate water/sewer and septic impacts.

3.                     Additional Programming / Site Plan - $9,500

Revise site plan to accommodate detention revisions, athletic fields, pedestrian bridge, restroom, sidewalks/trail, outdoor fitness, lighting, and seating.

4.                     Landscape Architecture Services - $12,500

Revise landscape architectural plans, materials, layout, planting, and lighting plans to incorporate the revised detention pond and associated site-plan changes.

5.                     New Pedestrian Bridge - $20,000

Design, permitting, bidding, and construction administration for replacement of the existing pedestrian bridge, including associated foundations and integration into the revised site plan. The existing bridge was rapidly deteriorating.  In lieu of repairs in Phase 1, replacement scope was moved to Phase 2.

6.                     Restroom Coordination - $2,500

Evaluate relocation of the existing restroom to Heritage Park, obtain relocation pricing, and obtain pricing from prefabricated building manufacturers for a larger replacement building.

7.                     As Needed Additional Engineering Services Budget - (-$15,000)

Reduction in fee for additional services to accommodate expanded scope.

8.                     Irrigation Pump Reduction - (-$25,000)

Reduction in fee due to irrigation system design issues in Phase 1.

Therefore, the net total Amendment 2 is $48,500.

Previously, Amendment 1 in the amount of $43,905 was approved administratively. During the course of Phase 2 design, it was determined that the expansion of the existing restroom facility was not practical nor cost effective.  Study by the engineer showed that the existing facility could be transported to Heritage Park to replace the old facility and in turn build a single, larger facility, at Lobit Park.

The increase for additional design services for Amendment 2 is $48,500. The current total contract for phase 2 design is $599,365.00. The estimated construction cost for Phase 2 is $5,000,000 and funded by Park Dedication Fees.
