Consider and take action on a resolution authorizing a professional services agreement with Lockwood, Andrews, & Newnam, Inc. for Grant Applications and Planning associated to disaster recovery related to Hurricane Harvey in an amount not to exceed $22,990 (Director of Engineering)
Background:
Approval of this resolution will authorize Lockwood, Andrews, & Newnam, Inc. (LAN) to perform services in the form of Grant Applications to the Texas Water Development Board Flood Protection Grant Program (TWDB) and the Texas Hazard Mitigation Grant Program (HMGP) related to a City-wide Drainage Mapping Project.
The HMGP program is funded by FEMA and administered by the State of Texas with projects being awarded federal funds for up to 75% of the costs associated with mitigation projects. The award process is a competitive process and not all projects submitted will be awarded funds. The TWDB program will only look at applications submitted prior to July 11, 2018, and projects awarded grant funds must be completed before August 31, 2021. This program is specifically looking for projects related to Flood Protection Planning (before a flood event), Flood Early Warning Systems (before/during a flood event) and Flood Response (during or after a flood event).
Currently the City uses FEMA evaluations when looking at limits to the Floodplain. While this is a valuable tool, not all drainage areas within the City are evaluated. Staff would like to expand upon the FEMA information to include analysis of all open channels, bayous, storm sewers, ditches, roadways, and overland flows within the City Limits to expand the “boundary” of the floodplain. The City-wide Drainage Mapping project would develop a comprehensive open channel and collection system 2-Dimensional model for the City that will allow analysis to extend floodplains into the City’s collection systems. This analysis will allow the City to have a better, more complete understanding of our drainage system, identify problem areas (performance and impact areas), develop future Capital Improvement Projects, understand the impacts to our drainage system related to future increase in rainfall (100-yr amount during a 24-hr design event expected to increase from about 13” to roughly 17” in our area), and to accurately communicate the flood risk to our citizens.
The application phase is an extensive, time-consuming process which Staff feels can be handled more expeditiously using a consultant. LAN was chosen to help with grant applications thru TWDB and HMGP specifically because they have previous work experience with the 2D Modeling software. LAN has provided a cost proposal for $22,990. The cost will cover the cost of preparing the grant applications for both the TWDB and HMGP programs and cover additional communications that may be needed once the applications have been reviewed by the applicable programs.
