Consider and take action on a resolution authorizing a construction contract for the Sanitary Sewer Annual Rehab - East Main 24-inch Force Main Replacement Project (WW1801I), with an additional Work Change Directive budget not to exceed $300,000 and authorizing a construction material testing services contract with Terracon Consultants in an amount not to exceed $29,980 (Executive Director of Capital Projects)

 

Background:

Approval of this resolution will authorize the award of the construction contract for the construction of the Sanitary Sewer Annual Rehab - East Main 24-inch Force Main Replacement Project (WW1801I), authorizing an additional Work Change Directive budget not to exceed $300,000, and authorizing a construction material testing services contract with Terracon Consultants in an amount not to exceed $29,980. 

 

This project is part of the City’s on-going Sanitary Sewer Annual Rehabilitation Program, which consists of engineering evaluation and strategic rehabilitation of City’s sanitary sewer systems. This project includes replacement of approximately 5,300 linear feet of an existing 24-inch diameter sanitary sewer force main serving the East Main Lift Station along FM 2094.  The project also includes grout fill abandonment of the existing force main, and all labor, equipment, materials and incidentals required for the project.

 

The Existing 24” Force Main is over 40 years old and serves the East Main lift station.  This station is a general benefit lift station, receiving flows from 12 sub basins via smaller lift stations and gravity lines.  Force Main Pipe is of ductile iron material which is more susceptible to deterioration due to gases in line as pipe nears the end of its useful life.  Recent leakage along FM 2094 at Davis Road showed major deterioration along crown of the pipe (see Attachment 5).  The major emergency repair included replacement of sections of the pipe, wet hauling of sewage from the lift station while repairs were underway, pavement panel removal and replacement, and traffic control. A potential future leak in deeper sections or under FM 2094 could have major environmental, traffic, and repair impacts associated with it. City staff has expedited the bidding process after completion of the bid documents for total replacement of line with PVC pipe, TxDOT permitting, USACE review of the Robinson Bayou crossing, and easement acquisition. This project is budgeted at $3 million in the FY2024 Capital Improvement Plan.

 

Bid opening is on August 27, 2024 (Bid No. 24-050).  At the Council Meeting, staff will provide a summary of the bids and make recommendation for the award based on City’s A+B bidding method.

FUNDING 

{X} Funding in the amount of $3,000,000 is available from fund 1055, Miscellaneous Utility Capital Projects Fund. If the bids exceed the amount budgeted for this project in FY2024; the remaining funds will come from available Miscellaneous Utility Capital Project fund balance and charged to project expense string WW1801I-CONSTRUCT-CONSTRCUT-RS CASH.
