Consider and take action on a resolution authorizing the PY 2022-2026 Consolidated Plan and PY 2022 Annual Action Plan related to the Community Development Block Grant Program (Executive Director of Development Services)
Background:
Council approval of this resolution will authorize the City to submit the plan to the Department of Housing and Urban Development (HUD).
Timeline:
March 16, 2022 - Held a public hearing on the PY 2022 Annual Action Plan and a Pre-Application workshop at the Johnny Arolfo Civic Center.
July 14, 2022 - Held a second public hearing on the PY 2022 Annual Action Plan.
July 26, 2022 - Council to consider request for action on the PY 2022 Annual Action Plan and 5-Year Consolidated Plan
August 16, 2022 - City to submit finalized PY 2022 - PY 2026 Consolidated Plan with the PY 2022 Annual Action Plan included to the Department of Housing and Urban Development (HUD).
Summary:
HUD requires that a Consolidated Plan be submitted every five years if the City is to continue to receive CDBG funding. The Consolidated Plan details the City’s community development priorities and multiyear goals over the next five years. The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. The Program Year 2022 (PY 2022) Annual Action Plan covering October 1, 2022 - September 30, 2023 is included as part of the Consolidated Plan.
In October 2022, the City will receive $425,094 in Community Development Block Grant (CDBG) funds from the Department of Housing and Urban Development (HUD). By law, CDBG funds must only be spent on activities that benefit low- and moderate-income persons, address slum or blight, or meet a particular urgent community development need. Additionally, the funds have certain limitations such as a maximum of 15% to be spent on public services and a maximum of 20% to be spent on administration of the program. Infrastructure and public facility activities must occur in HUD-designated target areas.
For the funds to be received, the City is required to approve an Action Plan outlining how the money will be spent by the City. This year, three public service agencies applied for four programs to be funded and all three agencies were approved, however due to the reduction in funding from PY 2021 and lower funding priority, one activity was not funded. No public comments have been received regarding the Annual Action Plan at this time. Staff proposes the following with PY 2022 funding:

• Interfaith Caring Ministries Rent/Utility Assistance
• Family Promise Homeless Program, sheltering families who are temporarily homeless
