Consider and take action on a resolution authorizing the submittal of a list of projects for the Texas Department of Transportation’s Transportation Alternatives Set-Aside Program (Director of Public Works)

 

Background:

Approval of this resolution will allow the City to submit a project list for needed sidewalk/trail infrastructure within the City of League City.

 

The Texas Department of Transportation (TxDOT) has announced a Call for Projects under the Transportation Alternatives Set-Aside (TA Set-Aside) Program for population areas of 200,000 or less.  The TA Set-Aside program provides funding to construct a variety of alternative transportation projects that improve mobility for non-motorized users and mitigate congestion by providing transportation options.  Eligible project activities include construction of on- and off-road pedestrian and bicycle accommodations (including conversions of abandoned railroads), infrastructure for non-drivers, access to public transportation, and Safe Routes to School Infrastructure.

 

As part of our effort to improve mobility within the City by building new sidewalk/trail links and/or replacing older non-compliant sidewalks with ADA compliant sidewalks, staff has identified seven important sidewalk segments to submit for grant consideration.  

 

The first project is for the removal and replacement of sidewalks within the Newport Subdivision.  The City currently is rehabilitating the water and sewer lines within this subdivision and would like to remove and replace the existing non-ADA-compliant sidewalks throughout the neighborhood with compliant sidewalks.  The estimated cost for this project is $250,000.

 

The second project is for the removal and replacement of non-ADA-compliant sidewalks segments and the installation of missing sidewalk segments on both sides of FM 2094 between Glen Cove and FM 270.  This would provide for continuous ADA compliant sidewalks along this 2.5 mile stretch of FM 2094, a major arterial entry into the City of League City from the east.   The estimated cost for this project is $300,000.

 

The third project is for the construction (this project is currently under design) of an expanded version of the Claremont Connector Hike and Bike trail.  As originally proposed, the project consisted of an eight-foot-wide multi-use concrete path that is 1.5 miles in length and connects the subdivisions of Claremont Park, Cedar Landing, and Clear Creek Meadows to the existing trails at Clear Creek Meadows (to the east) and Rustic Oaks (to the west).  As part of this funding request, staff recommends expanding the scope of the project to include extending the Clear Creek Meadows trail to the south east and connect to the trail at Gilmore Elementary school.  The estimated construction cost of this project is $850,000.

 

 

The fourth project proposed for funding is the Rancho Del Ray Pedestrian Connector to the League City Intermediate School.  The length of the pedestrian connector is only 0.3 miles, but requires additional right-of-way and a pedestrian bridge across Robinson Bayou.  The estimated cost of this project is $800,000.

 

The fifth project proposed for funding is the replacement of the Magnolia Creek Pedestrian Bridge on League City Parkway with a 10-foot wide multi-use bridge suitable to support the various Magnolia Creek Trail users.  The existing deteriorating wooden bridge is owned by the homeowner’s association and lies adjacent to the Magnolia Creek Trail.  If approved, this project would seek to replace the existing bridge while expanding the trail by accepting the donation of the Homeowners Association property upon which the bridge lies.  The bridge span is anticipated at approximately 85 ft.  The estimated cost of this project is $222,500.

The sixth project proposed calls for the design, property acquisition and construction of a 1.6 mile 10-foot wide multi-use trail along the north side of SH96 (League City Parkway) between FM 270 (Egret Bay Blvd.) and South Shore Blvd.  A visual inspection of the route suggests that approximately 2.31 acres of property would be needed to support this project. This multi-use trail is supported by the League City 2010 Trails Master Plan.  The estimated cost of this project is $1,284,000.

 

The seventh and final project proposed for funding for the design, property acquisition and construction of 1,800 linear feet of a 10-foot wide multi-use trail along the east side of FM 270 (Egret Bay Blvd.) between SH96 and FM646.  A visual inspection of the route suggests that approximately 0.62 acres of property would be needed to support this project.  This multi-use trail is supported by the League City 2010 Trails Master Plan.  The estimated cost of this project is $391,000

A total of seven projects are listed for a total amount of $4,097,500.

 

Approval of this resolution allows the Director of Public Works to submit the above-mentioned candidate projects for consideration and potential award of TA Set-Aside funds by the May 22, 2017 submittal deadline. If approved, the City's share of the program would be approximately 25% of the cost. The funding for the City share should be available through a combination of 4B and CIP allocations.
