Title

Consider and take action on a resolution authorizing the City of League City to apply for and enter into an agreement with Texas Parks and Wildlife Department (TPWD) for a State-City Boating Access construction grant for renovation of the FM 270 Boat Ramp (PK1804) and authorize the City Manager to sign any or all documents pertaining to the construction grant application (Executive Director of Capital Projects) 

 

Background:

Approval of this resolution will authorize the City Manager to sign any or all documents pertaining to the construction grant application for the FM 270 Boat Ramp (PK1804). 

The original FM 270 Boat Ramp, located under the bridge at Clear Creek crossing, was constructed in 1988-89.  This 36-year-old boat ramp needs major improvements to its launching ramps, courtesy docks, bulkheads, parking lots and other amenities and support structures to make it a safer, reliable, and stronger recreational facility for the citizens of the City to use. 

Texas Parks and Wildlife Department (TPWD) manages the Boating Access Grant Program, funded by U.S. Fish and Wildlife Service, providing funding for new construction and renovation of older, existing boat ramps.  TPWD will reimburse the City up to 75% of the project total cost, with the City providing the remainder. City has received reimbursement of $116,362.50 from TPWD for the completed planning and design phase of the project.

The tentative schedule for the project going forward is as follows:

                                          - Grant Application Upload: By mid November 2025

                                          - Grant Processing: 3 to 6 months (City will use 4 months for this scheduling purpose)

                                          - Bid, Award & Contracting: Mid-March through mid-June 2026

                                          - Construction Start: July 2026

                                          - Construction Time: Estimated at 9 to 12 months  

The City’s consultant has provided an updated construction cost estimate of $2,588,185 (Attachment 3) which will be the basis for the Construction Grant amount.  TPWD could reimburse the City up to 75% of this amount with City providing the remainder.  A Layout of proposed renovations is included in Attachment 4.

FUNDING

{X} If approved, the full construction cost, currently estimated at $2.6 million, is available from Park Dedication Fees, fund 5020, with anticipated reimbursement revenue deposited into revenue account 5020-44000.
