Consider and take action on a resolution authorizing a three (3) year agreement with Galls, LLC for uniforms and accessories for various departments in an amount not to exceed $1,053,337 (Chief of Police)

 

Background:

 

Approval of this item will authorize an agreement with Galls, LLC of Lexington, Kentucky for the purchase of uniforms and accessories for Emergency Medical Services, Fire, Fire Marshal, Neighborhood Services, Facilities, and Police for a three-year period beginning October 1, 2026, through September 30, 2029, with two (2) one-year renewal options.

 

The contract amounts are based on the participating departments’ FY27 budgeted needs. For subsequent contract years, a 3% annual increase has been calculated to provide participating departments with reasonable flexibility to accommodate changes in operational needs throughout the contract term. This adjustment allows departments to modify quantities as needed, address potential product discontinuations or substitutions, accommodate changes resulting from staff attrition or operational requirements, and purchase replacement or alternative items as needed while remaining within the not-to-exceed amount of the contract.

 

The inclusion of the 3% annual increase establishes flexibility within the contract and is not intended to represent an automatic increase in annual expenditures or a commitment of future funds. Expenditures in subsequent fiscal years will remain subject to the applicable annual budget approval and availability of funds.

 

On August 7, 2026, the City issued a Request for Proposal (RFP) 26-047 for this item. Two responses were received on September 8, 2026, from Galls, LLC and Got You Covered. During the evaluation process, Got You Covered was determined to be non-responsive because the submitted pricing was provided in the form of a catalog rather than pricing for the specific products and items requested in the RFP and was not completed in the required pricing format.

 

Got You Covered Work Wear and Uniforms was provided with an opportunity to submit the requested pricing information by 12:00 PM on September 14th, 2026. The requested pricing was not received in the required format by the established deadline; therefore, the proposal was disqualified from further consideration.

 

A five-member evaluation team including City Staff from the Police Department, Fire Marshal’s Office, Fire Department, Neighborhood Services, Facilities, and Emergency Medical Services evaluated the remaining proposal submitted by Galls and determined that the proposal met the requirements of the RFP. Based on scoring of the pricing as tabulated, qualifications and experience, project methodology and project implementation, the Purchasing Department recommends awarding the contract to Galls, LLC as the most qualified responsive proposer.

FUNDING

 

{X} Funding in the amount of $340,108 is available from the following accounts for FY2027: Police Operating Supplies 2200000-51250 ($91,661), Police Traffic Supplies 2200000-51650 ($3,055), Police Uniforms 2200000-53210 ($134,392), EMS Uniforms 2950000-53210 ($24,500), Fire Uniforms 2850000-53210 ($65,000), Neighborhood Services Uniforms 3900000-53210 ($6,000), Fire Marshal Uniforms 2900000-53210 ($9,500), Facilities Uniforms 3650000-53210 ($6,000). The remaining $713,229 will be budgeted in FY2028 and FY2029, upon Council’s approval of future budgets.
