Consider and take action on a resolution authorizing a Professional Services Agreement with Halff Associates, Inc. (Halff) for the design, bid, and construction phase services related to the Heritage Signature Trail (PK2302) in an amount not to exceed $198,095 (Executive Director of Capital Projects) 

Background:

Approval of this resolution will authorize a professional services agreement with Halff Associates, Inc. for the design, bid, and construction phase services for the Heritage Signature Trail (PK2302) in the amount not to exceed $198,095. 

After Council discussion on December 17, 2024, the project scope has been reduced to the development of construction plans and specifications for 8-foot trails and 6-foot or wider sidewalk/trail within the approved alignment along only Kansas Avenue and Satsuma Street.  Major project scope reductions include:

-                     Removal of on-street 8’ trail on Coryell Street between Michigan Ave. and N. Kansas.

-                     Removal of one-way traffic concept on Coryell St.  Street traffic will remain as is.

-                     Removal of consultant’s traffic study for Coryell Street.

-                     In place of these trail sections the City will create a bike route marked with signage and sharrows (shared use markings) 

Therefore, the scope of the proposed project under this contract includes:

-                     Place 6-foot or wider sidewalk/trail along east side of Kansas Ave. within City right-of-way between Coryell Street and Satsuma Street.

-                     If possible, place 8-foot trail in City right-of-way along the north side of Satsuma Street between Kansas Avenue and Heritage Park.  If needed, the fencing along Dallas Salmon WWTP will be relocated to make room for the trail. 

-                     If possible, place 8-foot trail in City right-of-way along east side of Kansas Avenue between Satsuma Street and south end of Kilgore tract, connecting the proposed Kilgore Tract Trail and Heritage Park.  It is anticipated that fencing along the City’s Fire Training Facility will be relocated to make room for the trail.  There will be no impact on any interior roads inside the facility.

-                     Crosswalk adjustments due to alignment of trail and signage along the trail route.

-                     Way Finding signage at the parks.

-                     City will conduct a Traffic Engineering Study for the proposed All-Way stop intersection at Coryell & Kansas.  

-                     Installation of amenity signage as needed along the trail.

This project is the Heritage Signature Trail identified in the 2017 Parks, Trails, and Open Space Master Plan and the 2024 Update.  It would provide an important series of connections between several streets within the Historic District near League Park, Heritage Park, and Kilgore Park.  Once installed, the Historic District trail system will include a marked bike route (shared use facility) on Railroad Ave. and Coryell, the proposed Kansas Ave. trail, the proposed Satsuma Street trail, and the currently under design Kilgore Tract trails will provide a safer route to all three parks within the Historic District.  See Attachment 3 for a conceptual layout of this trail system.  See Attachment 4 for Kansas-Satsuma conceptual layout.

Due to current complications with UP Railroad not allowing any City trail to encroach into their ROW and a narrow road ROW, the trail on Railroad Ave. is potentially moved to a future phase. Meanwhile, the portion of Railroad Ave. between League Park north to Coryell and as indicated above Coryell between Michigan Ave. to Kansas Ave. will remain a shared use facility (vehicles, bikes, and pedestrians). As needed, City staff will install appropriate signage for the shared use facility in these corridors.  

The City staff and consultant conducted two (2) public outreach events for this project to establish a path forward with the residents in the Historic District.  The first meeting occurred in March 2023.  The second meeting occurred in April 2024.    

The conceptual Pre-Design Construction Cost Estimate for the proposed project is $725,000 (See Attachment 5).

Halff Associates will provide design, bid, and construction phase services, as summarized below:

The design phase is proposed to be completed within 180 days, excluding City and other agencies review and approval periods.  Construction is anticipated to begin in the calendar year 2026.
