Consider and take action on a resolution determining that land is needed for the construction and improvements associated with the Hobbs Road Extension (ST2101), in the City of League City, Texas, specifically: Parcel 3 - a 0.1548 acre parcel of land and authorizing the institution of eminent domain proceedings (Executive Director of Capital Projects)
Background:
If approved, this resolution establishes the Public Necessity to acquire real property interests in certain properties, and authorizes the uses of eminent domain powers, if necessary, for the acquisition of real property interests in the properties.
The Hobbs Road Extension project involves extending approximately 2,100 feet of 4-lane divided urban roadway from the intersection of Patagonia Street and Hobbs Road to FM 517 near the intersection of Cemetery Road. Additionally, approximately 650 feet of the Cemetery Road’s asphalt pavement is proposed to be realigned to meet up with the Hobbs Road Extension at FM 517. Though the design will include all 4-lanes, the City intends to only construct 2-south bound lanes (western portion at this time and leave the remaining 2-northbound lanes (eastern portion) to be constructed at a later date. This design accounts for the TxDOT planned widening of FM 517 from a 3-lane roadway with a center turn lane to a 4-lane section with a raised median with turn bays along the corridor. The project is currently at 90% level design. The anticipated bidding of project is planned for Summer 2026, but this schedule may be adjusted based on acquisition of all necessary parcels. Galveston County has provided $2 million grant toward construction of this project.
To move the project forward, staff is requesting that City Council declare a Public Necessity for the Project and authorize staff to proceed with eminent domain proceedings, if necessary, for the above-mentioned parcel.
The proposed resolution is being presented to address condemnation law procedural requirements effected by the passage of Senate Bill 18 in 2011.
