Title

Consider and take action on a resolution authorizing a professional services agreement with LJA Engineering, Inc. to develop a Regional Master Plan for League City’s undeveloped Western Area in an amount not to exceed $175,000 (Executive Director of Development Services)

 

Background:

Approval of this resolution will authorize the City Manager to enter into an agreement with LJA Engineering, Inc. (LJA)to develop a Regional Master Plan for League City’s undeveloped Wester Area in an amount not to exceed $175,000.

 

Due to the amount of fast-paced development and growth in Western League City, Staff believes there is a need for a Regional Master Plan. In October 2023, Staff published RFP #24-002 which was a call for proposals to develop this Master Plan. Staff received six (6) proposals for review. The 6 firms that submitted proposals were Asakura Robinson Company, LLC, CRCS, LLC, Kendig Keast Collaborative, Kimley-Horn, Lionheart Places, LLC, and LJA Engineering Inc.

 

After the initial Staff review, the top 4 firms (CRCS, Kendig-Keast, and LJA) were asked back in for interviews. Based on the submitted proposals and responses received during the interview process, Staff recommends LJA as the most responsible proposal for the needed work.

 

The completed Regional Master Plan will look to address four (4) key goals for this area:

1.                     Economic Development - analyze the current state of League City and surrounding areas to determine the best compatible economic development practices for the City’s undeveloped western area.

2.                     Productive Land Usage - maximize the use of remaining vacant land, specifically along the Grand Parkway Corridor, to ensure high-quality development is provided for the City’s undeveloped western area.

3.                     Placemaking - use current and creative planning practices to establish quality public places that promote areas where people want to live, work, and play.

4.                     Infrastructure - take a holistic view of future infrastructure, such as roads, parks, utilities, and trails, of the City’s undeveloped western area and how the infrastructure will be integrated into future development.

 

Staff Recommends approval of this PSA. The master planning process is expected to take approximately 12 months to complete.
