Consider and take action on a resolution authorizing a professional services agreement with EHRA Engineering, to provide design, and limited bid and construction phase services related to the SH 96 at Columbia Memorial Parkway and SH 96 at FM 270 Intersection Improvements Project (ST2502) in an amount not to exceed $256,000 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize a professional services agreement with EHRA Engineering for the design, and limited bid and construction phase services related to the SH 96 at Columbia Memorial Parkway and SH 96 at FM 270 Intersection Improvements Project (ST2502) in an amount not to exceed $256,000.
Both of these intersections were part of a corridor study conducted in 2022. This study analyzed the current conditions of several intersections along the SH 96 (League City Pkwy) corridor and developed recommendations for improvement.
The traffic signal at SH 96 and Columbia Memorial Pkwy currently operates at a Level of Service D in both the AM and PM peak hours. All left-turn movements experience high delay and operate at a Level of Service E or F during the AM and PM peak hours. The proposed improvements to the intersection include:
1. Design and rebuild existing traffic signals to current standards
2. Extend existing SH 96 eastbound and westbound left-turn lanes
3. Install eastbound and westbound right-turn lanes along SH 96
The traffic signal at SH 96 and FM 270 currently operates at a Level of Service D and E during the AM and PM peak hours, respectively. Additionally, due to the only one-lane serving the Northbound and Southbound through traffic each, those approaches operate at a Level of Service F in the PM peak. The proposed improvements to the intersection include:
1. Extend existing SH 96 eastbound and westbound left-turn lanes
2. Extend FM 270 southbound and northbound left-turn lanes
3. Extend FM 270 northbound right-turn lane
EHRA Engineering will provide full design phase services and prepare construction documents in accordance with the City and TxDOT standards. TxDOT will bid and manage the construction phase of the project. EHRA Engineering services during bid and construction phases will be limited and on as-needed basis. The consultant’s tasks and fees are as outlined below:
1.0 Basic Services
Part A: Design $179,500.00
Part B: As-Needed Bid/Letting Assistance $ 3,000.00
Part C: Construction Contract Administration Services $ 20,000.00
Part D: Direct Expenses $3,000.00

TxDOT is funding the construction of the project which currently has a budget of $2.687M while the City’s contribution is funding the design portion of the project.

FUNDING
{X} Total funding in the amount of $256,000 is available from Miscellaneous Capital Projects Cash, fund 5015, with expenses charged to project expense string ST2502-PLAN DESIGN - DESIGN - TS CASH.
