Consider and take action on a resolution authorizing a second amendment to the existing professional services agreement with GFT Infrastructure, Inc., formerly DE Corporation, for additional LiDAR survey services related to the Clear Creek and Dickinson Bayou Flood Insurance Rate Map Update Project (DR2301) in an amount not to exceed $66,724.75, for a revised total contract amount of $590,704.75 (Executive Director of Development Services)
Background:
Approval of this resolution will authorize a change order to the existing professional services agreement with GFT Infrastructure, Inc., formerly DE Corporation, for additional LiDAR survey services needed to support the Clear Creek and Dickinson Bayou Flood Insurance Rate Map Update Project (DR2301).
On December 20, 2022, City Council approved Resolution No. 2022-194 authorizing a professional services agreement with DE Corporation for design work related to the Clear Creek and Dickinson Bayou Flood Insurance Rate Map Update Project in an amount not to exceed $523,980. The original scope included data collection and review, model review and effective Letter of Map Revision verification, Special Flood Hazard Area mapping revisions, report preparation, and coordination with FEMA for review and approval.
This project is intended to update the impacted Flood Insurance Rate Maps within League City using updated Atlas 14 rainfall data and reestablish the limits of the Special Flood Hazard Areas within the City limits. The project was originally developed as a City Capital Improvement Project and was later submitted for CDBG-MIT grant funding, with eligible costs expected to be reimbursable through the grant program.
Since the original scope was developed, a significant amount of development and dirt work has occurred in the Dickinson Bayou Watershed. GFT has advised that the preliminary floodplain maps delivered to the City in February 2026 show a large portion of recently developed areas within a shallow floodplain that is not shown on the effective mapping. The original project scope, developed in 2021, did not include the collection of new LiDAR survey data.
The proposed change order will authorize GFT to collect LiDAR survey data for approximately 5,000 acres of recently developed areas in the Dickinson Bayou Watershed. This additional survey is intended to provide more accurate topographic data for use in updating the Dickinson Bayou hydraulic model, report, and floodplain exhibits before the preliminary maps are finalized.
The additional scope includes ground control point survey, FEMA benchmark tie-in, UAS/drone aerial LiDAR collection, and processing of the LiDAR data. Deliverables will include a topographic surface file in TIN/LandXML and/or Bentley ORD DGN format, an accuracy comparison spreadsheet, and a certified bare-earth, non-hydroflattened digital elevation model. The LiDAR and DEM will be certified by a Texas Registered Professional Land Surveyor.
The total LiDAR scope is $86,876.20. GFT has expended $435,398.55 of the original $523,980 project budget, leaving $88,581.45 remaining. GFT anticipates that $68,430 of the remaining contract balance will be needed to complete and/or revise the remaining project deliverables, including updates to the draft Dickinson Bayou HEC-RAS model, report, floodplain exhibits, coordination on two rounds of comments from Halff on behalf of the Texas Water Development Board, and attendance at one public meeting. Based on the remaining contract balance and the proposed additional LiDAR scope, GFT has requested an additional $66,724.75 to complete the work.
Staff coordinated with the City’s Grant Administrator to confirm whether the additional LiDAR scope could be added to the existing CDBG-MIT grant-funded project. The Grant Administrator confirmed that the GLO budget for the FIRM Map project is $622,230 and that the current GFT contract amount is $523,980. She further stated that the proposed additional services would fit within the existing GLO budget.
A representative from the Texas General Land Office subsequently confirmed that funds are available and directed the City to upload any new amendments to their project management system. The City’s Grant Administrator also confirmed that no additional procurement measures are needed for the LiDAR surveying services.
Staff recommends approval of the change order to the existing professional services agreement with GFT in an amount not to exceed $66,724.75. This will increase the total contract amount from $523,980 to $590,704.75. The revised total contract amount remains within the approved CDBG-MIT grant budget of $622,230 for the FIRM Map project; therefore, this change order is fully grant-funded and is not expected to require any City funds.
