Consider and take action on a resolution authorizing Work Change Directive No. 2 to the construction contract with Lucas Construction Company, Inc., related to the Phase 2 Reconstruction of Turner Street and Butler Road (RE1902A) in an amount not to exceed $63,875 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize Work Change Directive No. 2 to the construction contract with Lucas Construction Company, Inc. related to the Phase 2 Reconstruction of Turner Street and Butler Road Project (RE1902A) in an amount not to exceed $63,875.00.
Previously, a net-zero Work Change Directive No. 1 was administratively approved.
On March 25, 2025, the Council authorized the award of the construction contract to Lucas Construction Company, Inc. for the Phase 2 Reconstruction of Turner Street and Butler Road (RE1902A) (Bid No. 25-CIP-014), for an amount not to exceed $6,124,742.20 and authorizing an additional $612,474.00 for a Construction Work Change Directive budget.
The project scope, as awarded, includes the removal and replacement of asphalt pavement with concrete with curb & gutter on Turner Street from west of round-about to Hobbs Road and Butler Road from south of round-about to the end of road. Project also includes new sidewalks, installation of storm sewer pipes, junction boxes, inlets, replacement of approximately 1,640 linear feet of 24-inch water transmission line, installation of approximately 2,226 linear feet of water lines, additional fire hydrants, and 2,250 linear feet of gravity sewer lines with manholes, and some utility relocations.
Below is a summary of Work Change Directives (WCD) No.’s 1 & 2:
1. WCD No. 1 - Net-Zero
This WCD No. 1 allowed the project to move forward with implementing a water line offset to accommodate the construction of future storm box run along Turner Street and installation of 3 - 24-inch butterfly valves for better future isolations and looping. A $33,500 credit toward unused bid items resulted in net-zero change. See attachment 3 for full breakdown of this WCD No. 1.
2. WCD No.2 - $63,875.00
This WCD No. 2 resulted from a request made by Assistant Fire Chief and supported by the Fire Chief (see Attachment 4) to place a long 26-foot wide driveway from new Turner Street to the back of Fire Station for better return to the station access into the bays. The current rear parking lot drive does not allow fire personnel to enter the bays from any of rear bays’ doors with Ladder 2. The angle is too tight on all 3 rear bay doors. The new driveway would be installed between bay 2 and 3 rear doors, allowing for straight shot pulling in. The new driveway will also allow personnel to set up the Ladder for full extension inspection, turntable rotation and waterway inspections. See further advantages of this driveway in Attachment 4. This Agenda Item for WCD No. 2 is presented to the Council for approval to increase the current contract amount from $6,124,742.20 to $6,188,617.20 (an increase of $63,875.00). This WCD No. 2 will be funded from the approved Construction Work Change Directive budget of $612,474.00.
Staff requests approval of WCD No. 2 as submitted by Lucas Construction Company, Inc. and reviewed by project staff.
