Title

Consider and take action on a resolution accepting a grant from the Texas Water Development Board for the Dickinson Bayou Flood Mitigation Project; authorizing a grant agreement, escrow agreement, and all related closing documents (City Manager)

 

Background:

Approval of this resolution will authorize receipt of $545,000 in funding from TWDB.

 

As part of the regional flood planning work associated with the Lower Clear Creek and Dickinson Bayou Watershed Study completed in 2021, projects were identified within the Dickinson Bayou watershed that would mitigate flooding on a large scale.  Since that time, staff has worked to get all of the identified projects and project alternatives included in the first ever state Flood Plan for Texas (Region 6). These projects need additional study to present a more in-depth look at the benefits and take a deeper look at the feasibility.

 

One of the alternatives included is a $1.08M study for “Dickinson Bayou Alternative 2” which includes multiple regional detention ponds in the upper reaches of the watershed (Southwest League City) as well as a diversion of Dickinson Bayou. Securing grant funding and providing more in-depth analysis of these projects can help with leveraging development and future funding for larger scale ($30M-$300M) projects.  Alternative 2 corresponds to the combination of the following projects, as shown in Attachment 4.

1. Mc Farland Rd. Detention Basin

2. W Cemetery Rd. Detention Basin

3. Hilton Ln. Detention Basin

4. Magnolia Bayou and Borden Gully Detention Basins

5. Desel Dr. 11,000 cfs Channel Diversion

 

The grant application was brought to Council in March 2024.  This funding has just been awarded and the City is in need of a resolution of acceptance to receive the funds. The regional flood mitigation study is scheduled to start in early April.

FUNDING

{X} The grant application to the Flood Infrastructure Fund of the Water Development Board is associated with CIP project DR1908, Lower Clear Creek and Dickinson Bayou Watershed Studies. Any revenue received for this project will be deposited in fund 5015, Miscellaneous Capital Projects Fund, with expenses associated with the project expended from the same fund.
