Consider and take action on a resolution authorizing a professional services agreement with BRW Architects for the Feasibility Study services related to the League City Fire Station No. 7 (FR2501) in an amount not to exceed $24,400 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize a professional services agreement with BRW Architects (BRW) to perform the Feasibility Study services related to the League City Fire Station No. 7 Project (FR2501) in an amount not to exceed $24,400.
In late 2022 BRW performed a Feasibility Study to analyze the current and future programmatic needs of the League City Fire Department through various meetings and planning sessions to establish needs and future goals for the Central and Satellite Stations. Rather than continually modifying existing facilities, the League City Fire Department looked to review the programmatic and operational needs of the City, spatial inefficiencies, adjacencies and organizational needs, and the overall potential growth.
The new station will serve the growing residential and commercial area on the Southwest side of the City. City Council through previous action has designated the location for the future Fire Station No. 7 East of Bay Area on Muldoon Parkway, near the park. The new station will meet current firefighting and EMS operations and standards that will allow for better training, faster turnout time, and up-to-date work environments for the safety of the EMS crew and the volunteer firefighters. The new facility is proposed to accommodate three pull through apparatus bays, support spaces off the apparatus bays, dayroom/kitchen, and living spaces for a future full-time crew. The future fire station will be made to support either 3 or 4 full-time shift model (to be determined) fire and EMS staffing and responses for the next fifty years. The recommended square footage to support a satellite station designed for full-time staffing is 10,000 to 11,000 square feet.
The proposed Fire Station No. 7 will be strategically placed on a donated (proposed) land from the developer of the Lloyed Tract. This Feasibility Study will determine the scope of work and anticipated cost to design and construct the station in the Lloyd developmental track along the future Muldoon Parkway, near the extension of Bay Area Blvd. Several decisions must be made regarding extensions of roadway and utilities infrastructure to access and serve the site. Muldoon Parkway (2 lane) must be extended to provide access to the site. The sewer service will be provided via onsite septic system until City’s gravity sewer is extended to closer to the station. Drainage mitigation and conveyance as well as all utility services (water, power, and fiber) will need to be extended for the site to function. Preliminary cost estimates for the off-site civil infrastructure required to support the operation of the station range from $5.5 to $7.5 million dependent on the options chosen and where the developer is with their project.
Feasibility deliverables will include a site plan, floor plans, roof plan, building section, elevations and renderings of interior and exterior of the fire station. The FY2025 cost estimate of $13,550,000 for a 3 bay fire station with FFE and design for construction in 2026 and 2027 will be updated to include the anticipated cost for utilities and infrastructure development as well as the design and construction of the fire station itself based on the approved conceptual design. The off-site improvements include the construction of 2 lanes of Muldoon Parkway, drainage, and water line from near Landing Blvd. to future Bay Area Blvd.
The anticipated construction is slated for FY2026 or FY2027 based on the decisions and direction of the Council.
BRW has submitted a proposal to perform services associated with the Feasibility Study for a budget not to exceed $24,400, which includes the following:
