Title

Consider and take action on a resolution authorizing a construction contract with McDonald Municipal and Industrial - A division of C.F. McDonald Electric, Inc. for the installation of Odor Control Systems for Smith Lane and Butler Road Lift Stations (WW2001C) in an amount not to exceed $516,369, and authorizing a Work Change Directive budget of $51,636, for a total construction budget of $568,005 (Executive Director of Capital Projects)

 

Background:

Approval of this resolution will authorize the award of a construction contract to McDonald Municipal and Industrial - A division of C. F. McDonald Electric, Inc. for the installation Odor Control Systems for Smith Lane and Butler Road Lift Stations (WW2001C).

 

The City of League City owns and operates two lift stations located on Butler Street and Smith Lane.  Both lift stations are identified in the FY2022-2026 Capital Improvement Plan to receive odor control systems.  These units are typically skid-mounted multi-stage odor control systems with biological media.  Both lift stations’ odor control units were designed and bid under one package to benefit from savings that would bring.  

 

Five (5) sealed bids were received on April 3, 2024 (Bid No.24-CIP-020).  Based on City’s A+B bidding method and bids and contract times received, McDonald Municipal and Industrial - A division of C. F. McDonald Electric, Inc. submitted the lowest responsible and responsive cost value bid in the amount of $516,369, and 210 calendar days from notice to proceed to substantial completion.  Attached is the City’s engineering consultant’s recommendation of award, along with the bid tabulation.

 

Construction was budgeted at $178,750 for Smith Lane Lift Station and $178,750 for Butler Road Lift Station in the FY2022-2026 CIP and adjusted after the engineering consultant’s cost of construction was estimated at $515,383 during design phase.

FUNDING

{X} Total funding in the amount of $568,005 is available from Miscellaneous Utility Capital Projects Fund, 1055, with expenses charged to project expense string WW2001C-CONSTRUCT-CONSTRUCT-RS CASH.
