Consider and take action on a resolution authorizing an expenditure of $161,497.65for construction of a 2,850 ft x 6 ft segment of concrete walk path and 16 Type 7 ADA ramps along Isla Vista Dr. from Brooks Concrete, which includes 1) a $52,846.30 contribution from the City, 2) a $55,805.05 contribution from Mar Bella HOA, and 3) a $52,846.30 contribution from the 4B Board for CIP project PK2403 Mar Bella Path on Isla Vista Drive (Director of Public Works)
Background:
Approval of this resolution will authorize a collaborative expenditure totaling $161,497.65 for construction of a 2,850 ft x 6 ft segment of concrete walk path and 16 Type 7 ADA ramps along Isla Vista Dr. utilizing the City’s existing city-wide streets, sidewalk, and concrete pavement repair contract with Brooks Concrete, Contract No. 3200267. The total cost of the project will be funded in a collaborative cost sharing effort with the City ($52,846.30), Mar Bella HOA ($55,805.05), and 4B Board ($52,846.30).
Mar Bella HOA approached the City requesting to extend a concrete walk path and ADA ramps on the south side of Isla Vista Dr. from Diamante Dr. to Sevilla Ct. and a short segment from Madrid Ln to Isla Canela Ln to accommodate increased pedestrian utilization and associated safety concerns along Isla Vista Dr. Mar Bella HOA also agrees to pay for three special request ramps near their swimming pool, in addition to their proportionate share of the remaining (13) ADA ramps. Mar Bella HOA assumes all cost responsibility for irrigation and landscape relocation and/or replacement.
Project cost total of $161,497.65 includes 2,850 ft x 6 ft concrete walk path and 16 Type 7 ADA ramps, breakdown is as follows:
Mar Bella HOA - $55,805.05 (Reimbursement to the City):
• 2,850 ft x 6 ft concrete sidewalk - $48,572.55
• 13 Ramps - $3,905.42
• 3 Special Request Ramps - $2,703.75
• Saw Cut - $623.33
City CIP Sidewalk Replacement (RE1901) - $52,846.30
• 2,850 ft x 6 ft concrete sidewalk - $48,572.55
• 13 Ramps - $3,905.42
• Saw Cut - $368.33

Construction is anticipated to begin soon after receipt of payment from Mar Bella HOA.
This project was not included in the FY2024-2028 CIP and will require a future budget amendment to be added to the Capital Budget as project PK2403, Mar Bella Walk Path on Isla Vista Drive.

FUNDING
{X}Funds from Mar Bella HOA will be deposited into Revenue Account 5015-44440.
Total expenses in the amount of $161,497.65 will be charged to the following project expense strings:
($55,805.05) PK2403-CONSTRUCT-CONSTRUCT-TS CASH, fund 5015, Tax Supported Cash; ($52,846.30) PK2403-CONSTRUCT-CONSTRUCT-RE CASH, fund 5017, Reinvestment Cash, and ($52,846.30) PK2403-CONSTRUCT-CONSTRUCT-4B, fund 3010.
On the city’s existing city-wide streets, sidewalk, and concrete pavement repair contract, (contract 3200267), line item 28 (RE1901) will be reduced by the total amount of $161,497.65 to accommodate for project PK2403 for FY2024.
Project PK2403, Mar Bella Walk Path on Isla Vista Drive, will require a future Budget Amendment to add to the Capital Budget for FY2024.
