Consider and take action on an ordinance approving a Rezoning Application, MAP-26-0001 (1900 Block Wyoming Avenue), a request to rezone approximately 1.79 acres from “RSF-5” (Residential Single-Family 5) to “CG” (General Commercial), generally located along the west side of Wyoming Avenue and four blocks south of Farm to Market Road 646 (FM 646) (Director of Planning)
The Planning and Zoning Commission recommended approval, 4-0-0, on March 12, 2026.
Background:
Approval of this item will rezone approximately 1.79 acres from “RSF-5” (Residential Single-Family 5) to “CG” (General Commercial). Approval would also bring the current use of the subject property into compliance with the use regulations of the Unified Development Code (UDC).
Project Timeline
August 10, 1999 - The property was initially zoned as “IH” Heavy Industrial.
August 30, 2005 - The property was rezoned to “RSF-5” (Residential Single-Family 5) as part of the City’s Zoning Map and Ordinance revisions of 2005.
December 29, 2025 - The applicant held a neighborhood meeting in League City. The sign-in sheet indicates that no neighbors attended the meeting.
February 3, 2026 - The applicant submitted a rezoning request to the Planning Department.
February 19, 2026 - Public hearing notices were mailed to the surrounding property owners.
February 20, 2026 - A public hearing sign was posted on the property and published on the city’s website.
February 22, 2026 - Notice was published in the newspaper.
March 12, 2026 - Planning & Zoning Commission held a public hearing and recommended approval of the request by a vote of 4-0-0.
April 14, 2026 - City Council is scheduled to conduct a public hearing and consider the request on first reading.
April 28, 2026 - If approved on first reading, City Council will consider the second reading of the request.
Project Summary:
A public hearing is being held to rezone approximately 1.79 acres from “RSF-5” (Residential Single-Family 5) to “CG” (General Commercial).
The subject property is currently used as a storage yard for large equipment. This use is not permitted under the existing "RSF-5" zoning designation. Keen Transport leases the subject property, as well as an adjacent tract to the southeast, for overflow equipment storage. The adjacent tract is under the same ownership, lies outside the corporate limits of League City within the League City ETJ, and is currently developed with a boat and equipment storage operation. Approval of the rezoning would bring the existing use into conformance with the Unified Development Code.
Keen Transport lost approximately 25 to 40 feet of street frontage as a result of right of way acquisition associated with the FM 646 expansion project. This reduction in usable area created a need for additional equipment storage space. The proposed rezoning of the subject property is intended to offset the loss of storage capacity at the FM 646 site.
The proposed "CG" zoning is consistent with the Future Land Use Plan, which classifies the subject property as "Enhanced Auto Dominant Commercial" (EADC). All surrounding properties within the city limits carry the same EADC classification. The Wyoming Avenue corridor also exhibits an established mix of commercial and industrial uses extending from FM 646 to areas beyond the city limits, and the proposed rezoning is consistent with that development pattern.
On March 12, 2026, the Planning and Zoning Commission conducted a public hearing where two people spoke. The Property Owner and the Facility Manager of Keen Transport both spoke in support of the request. The Planning and Zoning Commission recommended approval of the request by a vote of 4-0-0.
