Consider and take action on a resolution authorizing an Eighth Amendment to a professional services agreement with Huitt-Zollars, Inc. for additional design phase services related to the SH 3 & FM 518 Intersection Improvements (ST2003) in an amount not to exceed $55,030.00 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize Eighth Amendment to professional services agreement with Huitt-Zollars, Inc. to perform additional design phase services related to SH 3 & FM 518 Intersection Improvements (ST2003).
The additional design and TxDOT permitting services are necessitated due to the removal of additional lanes from FM 518 and SH 3 from the project. Scope of services as explained further below under Eight Amendment involves modifications to current paving and signal plans, project manual, and TxDOT permitting.
After this Amendment, scope of improvements to this intersection include:
1. Addition of 230 linear feet to the existing southbound Left-Turn Lane on SH 3 and conversion of the existing southbound Thru-Lane on SH 3 into a second Left-Turn Lane, and a new southbound Right-Turn Lane on SH 3 at the FM 518 intersection.
2. Addition of 170 linear feet to an existing northbound Right Thru-Lane on SH 3 at FM 518 intersection and 400 linear feet to an existing northbound Left-Turn Lane on SH 3 at the FM 518 intersection.
3. Conversion of an existing northbound Thru-Lane on SH 3 into a second Left-Turn Lane and a new Right-Turn Lane to northbound SH 3.
4. Addition of 180 linear feet to the existing eastbound Left-Turn Lane on FM 518 with a raised curb median.
5. Conversion of a Right-Turn/Thru-Lane to a 460 linear foot Right-Turn Lane on westbound FM 518 and an addition of 110 linear feet to the Left-Turn Lane on westbound FM 518.
Huit Zollars, Inc., has submitted the proposed Eighth Amendment to perform the additional design phase services not to exceed $55,030.00, which includes the following:
1. Design Texaco Station Corner Changes $9,800.00
2. Submit updated 90% Documents $16,000.00
3. Submit updated 100% Documents $16,000.00
4. Coord & Submit 2 TxDOT Permit $13,230.00
$55,030.00
Previously, six (6) Amendments were approved administratively since they totaled less than $50,000.00. One Amendment (Third) was brought before Council and received approval. All previous Amendments are also attached herein. Below is brief summary of previous Amendments:
• First Amendment - Additional surveying to stake proposed ROW along the project ROW within the project limits. $1,790.00
• Second Amendment - Additional surveying to modify Parcel 5 ROW acquisition Metes and Bounds at the McDonald’s to reduce size of the Taking. $1,400.00
• Third Amendment - Additional design services due to driveway changes, utility lines and pipeline coordination and updates as well as costs related to TxDOT’s new permit requirements. Council approved. $57,060.00
• Fourth Amendment - Additional ALTA Standard Land Title Survey suitable for the title transfer on receipt of the title commitment for Parcels 7 & 8 as part of the ROW acquisition negotiations. $9,780.00
• Fifth Amendment - Provided probing of the existing 8” Genesis encased pipeline and bend to determine if the casing needs to be extended or relocated. $15,945.00
• Sixth Amendment - Additional staking of proposed ROW and back of curb at the northeast corner of SH 3 and FM 518 intersection (Starbucks) to remove and relocate power and street poles that are in conflict with the proposed roadway widening project. $1,000.00
• Seventh Amendment - Additional staking of proposed ROW and proposed back of curb at the northwest corner of FM 518 9and Houston Ave. intersection (Auto World) and at the northwest corner of the SH 3 and FM 518 intersection (DG Market) to remove and relocate power and street poles that are in conflict with the proposed roadway widening project. $2,470.00
• Proposed Eighth Amendment - Redesign the signal poles and pedestrian push button poles, curb ramps, pavement markings and other related items at the southwest corner of SH 3 and FM 518 intersection due to the elimination of the eastbound right-turn lane on FM 518 and the southbound right transition lane on SH 3. $55,030.00
Updated design documents are proposed to be complete within 60 days from notice to proceed with the final Bid-Ready plans to be submitted within 45 days after receipt of final City and TxDOT comments.

FUNDING
Funding in the amount of $55,030, is available from GO Bond Prop B issuance 2023, fund 5285, with expenses charged to project expense string ST2003-PLAN DESIGN-DESIGN2-23PROPB.
