Consider and take action on a resolution authorizing a three-year agreement with Environmental Systems Research Institute, Inc. for access to graphical information system software in an amount not to exceed $150,000 (Director of Information Technology and Interim Director of Planning and Development)
Background:
Approval of this item will authorize a three year agreement with Environmental Systems Research Institute, Inc. for citywide licensing for Graphical Information System (GIS) software. Digital mapping is critical to the management and delivery of every service the City provides. Delivery of this data over the internet and through wireless transmission is essential if such data is to be used timely by citizens and city departments. The GIS Department began in League City in 1992; currently there are ArcGIS licenses in the city for five (5) staff, including three (3) in the GIS Department, one in Planning and one in the Police Department. Over the years the GIS Department has maintained the Parcel Base Map and numerous layers from Utilities and Zoning to Parks and Emergency Service Districts. As the city has grown so has the need to geocode more data as well as the need to make all GIS information more readily available. In the past year more departments have inquired about buying an ArcGIS license, allowing them to view and use the data to better serve their department and many more have shown interest in having the data more accessible than it currently is.
With the Enterprise License Agreement (ELA), city staff can access information from multiple departments quickly, providing better service to both internal and external customers. With Enterprise GIS there are an unlimited number of Core ArcGIS licenses, meaning that every city department can have the GIS maps and data on their desktop to perform data inquiries and answer citizen questions in a timely manner. This will also allow the GIS Department to work on building more data layers and enhancing the current layers. Enterprise GIS also comes with GIS extensions that will allow the departments to look at fleet routing, crime analysis, and water modeling. Enterprise GIS also comes with an ArcGIS Server, which will allow for interactive maps on the webpage for citizens, developers, etc. to access. These online applications will let the citizens locate information such as specified Trash Day, a Police District, Zoning classification and the closest park to their house, without having to call or visit city offices. Also included are credits to be used for training at the ESRI Virtual Campus.
The agreement will cover citywide licensing and the web enabled version of ArcGIS for $50,000 annually for three (3) years for a total of $150,000. This will allow the departments to provide superior customer service by sharing information with citizens, including nearest parks, economic and real estate information for business owners and investors, planned and approved capital projects (CIP), subdivision boundaries of Home Owners Associations, and boundaries of flood zones.
CONTRACT ORIGINATION: This agreement has been reviewed and approved by the City Attorney.
