Title

Consider and take action on a resolution authorizing a Memorandum of Understanding between the City of League City and the Federal Bureau of Investigation for the League City Police Department’s participation in the Houston Child Exploitation and Human Trafficking Task Force (Chief of Police)

Background:

Approval of this item will authorize the League City Police Department to join the Federal Bureau of Investigation’s (FBI) Houston Child Exploitation and Human Trafficking Task Force (CEHTTF). The CEHTTF is a multijurisdictional task force that provides a rapid, proactive, and intelligence-driven investigative response to the sexual exploitation of children, other crimes against children, and human trafficking. The task force also strengthens the investigative capabilities of participating federal, state, local, and international law enforcement agencies through training, intelligence sharing, technical support, and investigative assistance.

The Police Department will assign one detective to the CEHTTF. The City will remain responsible for the detective’s salary, fringe benefits, assigned police equipment, and overtime unrelated to investigations within the task force’s scope. The FBI will provide the assigned detective with an FBI-owned or leased vehicle and reimburse the City for overtime expenses incurred in connection with qualifying CEHTTF investigations. Participation in the task force will not require any additional City funding.

From October 1, 2025, through September 30, 2026, the Police Department investigated 53 cases that aligned with the CEHTTF’s mission and investigative priorities. Investigations involving child exploitation, the production or distribution of obscene material involving minors, human trafficking, and kidnapping frequently cross jurisdictional boundaries and may involve larger organized criminal networks.

Participation in the CEHTTF will allow the assigned detective to leverage federal resources, specialized expertise, intelligence, and personnel to prevent and investigate these offenses. This partnership will enhance the Police Department’s ability to identify offenders, protect victims, and successfully investigate crimes affecting League City and the surrounding region.

The MOU will remain in effect for the duration of CEHTTF operations, contingent upon the availability of funding. The agreement may be terminated at any time by mutual written consent or by either party upon at least 30 days’ written notice.
