Consider and take action on a resolution authorizing an Amended and Restated Interlocal Agreement between Dickinson Water Control and Improvement District (WCID) and the City of League City, Texas, for an emergency water supply (Director of Public Works)
Background:
Approval of this item will authorize an Amended and Restated Interlocal Agreement between Dickinson Water Control and Improvement District (WCID) and the City of League City, Texas, to provide an emergency water supply.
This proposed agreement replaces the 2009 Interlocal Agreement, under which WCID agreed to provide the City with water during emergency circumstances. That agreement was established to ensure regulatory-compliant water delivery at a time when infrastructure deficiencies posed challenges. These deficiencies have since been addressed over the past 15 years. Although the original agreement remains in effect, WCID has recently approached the City to request an updated agreement, allowing them to receive an interruptible emergency water supply under terms similar to the 2009 arrangement.
After staff confirmed that the City's Dickinson Avenue Well and Booster Pump Station could accommodate this service without requiring modifications or incurring additional costs, the City agreed to consider WCID’s request. As part of this updated agreement, the emergency water rate will be adjusted from $1.95 to $3.75 per 1,000 gallons.
This will be an "Interruptible" agreement, meaning either party may terminate the emergency water transfer if it compromises their ability to serve their own customers. The agreement also caps daily water delivery at a maximum of 0.5 million gallons per day (MGD), unless both parties mutually agree to a higher volume under extenuating circumstances.
The City Attorney has reviewed and approved the agreement as presented. WCID’s Board of Directors reviewed and approved the proposed agreement during their meeting on August 11, 2025.
