Consider and take action on a resolution approving a shortlist of consultants for Disciplines A-L under RFQ 25-040 (Professional Services for CIP Projects) (Executive Director of Development Services)
Background:
The City of League City issued Request for Qualifications (RFQ 25-040) to establish an updated list of consulting firms qualified to provide professional services in multiple disciplines through FY2029.
RFQ 25-040 generated a total of 231 individual Statements of Qualifications (SOQs) across 12 disciplines (Disciplines A-L). Discipline M - “Streetlight Infrastructure Planning and Engineering Design” was previously presented to and approved by City Council in October 2025. On additional discipline, Discipline N - “Traffic Operations”, received no submittals.
Approval of this resolution will formalize a list of firms selected to provide most professional services to support the City’s Capital Improvement Program (CIP) and related professional services needs for Service Disciplines A-L. Under state law, Chapter 2254, “Professional Services Procurement Act”, the selection of engineers, architects, and surveyors is a qualifications-based selection with fees negotiated after the selection. To ensure conformance with the law and provide greater transparency, the City has developed a proposed list of consultants for Council approval utilizing the process outlined below.
RFQ 25-040 invited separate Statements of Qualifications (SOQs) for each service discipline. Responses were evaluated by a multi-departmental committee composed of representatives from Engineering, Planning, Building, Project Management, Parks, and Public Works.
Submittals were sorted by service discipline and distributed along with evaluation forms to staff members for their independent evaluations. The evaluation criteria and maximum attainable points for each were as follows: Qualifications (25 points); Experience (25 points); Available Resources (10 points); Project Methodology and Approach (15 points); Quality Control and Quality Assurance (15 points); and References (10 points); for a total of 100 points.
When the City completed a similar professional services solicitation in 2022, a minimum qualification score of 85% was established for shortlisting firms. For RFQ 25-040, staff reevaluated that approach based on 2 primary factors: (1) the high quality and volume of SOQs received, and (2) the anticipated amount of work available within each discipline over the next 3 years.
As a result, staff is recommending discipline specific base qualification scores, rather than a single threshold, to align the number of shortlisted firms with realistic workload demands while maintaining a highly qualified consultant pool.

These recommended thresholds reflect Staff’s professional judgement that the shortlisted firms represent the most qualified and best-positioned teams to support anticipated City needs, while also avoiding an overly large shortlist that could leave firms qualified but with no work or create administrative burden. It should also be noted that inclusion on this shortlist does not guarantee work, and individual projects will continue to be authorized and funded through separate Council actions as part of the adopted CIP or other approved programs.
Approval of this item will establish the Disciplines A-L professional services shortlist for use in negotiating professional services contracts through FY2029.
