Consider and take action on a resolution to ratify the contract with D. Wagner Construction Co., Inc. for the emergency repair of the 24-inch water line (WL) located at 1850 East League City Parkway (Grand Living at Tuscan Lakes) in an amount not to exceed $66,000 (Director of Public Works)
Background:
Approval of this item will ratify the contract with D. Wagner Construction Co., Inc. for the emergency repair of the 24-inch WL located at 1850 East League City Parkway (Grand Living at Tuscan Lakes) in an amount not to exceed $66,000.
Late June 2025, an employee from the Grand Living at Tuscan Lakes reported a water leak near their fire-water vault. The City’s Utility Line Repair Department responded and traced the leak location to the 24-inch WL crossing under the Tuscan Lakes’ Detention Pond. This vertical steel off-set was repaired in 2022 and required an extensive excavation that included damming and dewatering the detention pond. The recent completion of the 36-inch WL from the City’s SH3 Booster Pump Station (BPS) to the South Shore Harbour BPS allowed staff to consider alternative strategies to control repair cost and prevent a second repair in an area known for bad pipe. The location and method chosen to complete this emergency repair allowed staff to temporarily isolate the leaking segment of 24-inch WL for future consideration of rehabilitation or replacement.
The repair was declared an emergency status based on the following factors: 1) potential loss of fire and domestic water service for the assisted living center, 2) potential private property damage (east and west bulk heads of the Tuscan Lakes’ detention pond), and 3) the need for proven specialized construction skills to perform the repair.
D. Wagner Construction Co., Inc. was selected based on their longstanding history of work quality, fair pricing, and ability to promptly mobilize on site.

FUNDING
{X} A Budget Amendment in the amount of $66,000 is required to increase Line Repair’s Utility System & Repair account #10207700-52620. The $66,000 is available in the utility fund balance.
