Consider and take action on a resolution authorizing an agreement with Paradigm Traffic Systems, Inc.  through BuyBoard (Contract #695-23) for the purchase of Centracs Advanced Transportation Management System (ATMS) Edaptive Software Expansion Module and associated hardware for 13 signalized intersections in an amount not to exceed $474,680 (Director of Public Works)

 

Background:

Approval of this item will authorize the City to enter into an agreement with Paradigm Traffic Systems, Inc. through BuyBoard (Contract #695-23) for the final purchase of Centracs Advanced Transportation Management System (ATMS) Edaptive Software Expansion Module and associated hardware for 13 signalized intersections in an amount not to exceed $474,680.

 

Phase 1, 2, 3, and 4 of the ATMS was approved for purchase on April 14, 2020, May 25, 2021, January 25, 2022, and May 23, 2023 respectively (details attached). The proposed purchase implements Phase 5 of the edaptive software expansion module and associated intersection hardware, representing the 5th and final of 5 phases of expansion over the next fiscal year. This five-year plan is identified in the City’s current Capital Improvement Plan (CIP). Phase descriptions as follows:

 

                     Phase 5 addresses Corridor 4 and encompasses 13 signalized intersections (FM 646 at South Shore, FM 646 at Tuscan Lakes, FM 646 at S. Egret Bay, FM 646 at SH 3, FM 646 at W. Walker, FM 646 at Gulf Freeway, FM 646 at Brookport, FM 646 at Cross Colony, FM 646 at Bay Colony, FM 646 at Bay Creek, FM 517 at Calder; FM 517 at Shoreview, FM 517 at Cemetery).

 

                     Phase 4 addresses Corridor 3 and encompassed 22 signalized intersections (along League City Pkwy, from Bay Area Blvd. to Isla Vista Dr. and FM 270, from League City Pkwy to Webster St.) and is scheduled to be completed October 2024.

 

                     Phase 3 addresses Corridor 2 and encompassed 20 signalized intersections (along FM 518, from Texas Ave. to Lawrence Rd. and FM 2094, from Stadium Dr. to Lawrence Rd.) was completed in August 2023.

 

                     Phase 2 addresses Corridor 1 and encompassed 16 signalized intersections (along FM 518, Maple Leaf to Park Ave.) was completed in April 2023.

 

                     Phase 1 addresses initial purchase of basic hardware/software package

 

The addition of this software module and associated hardware allows for automated real-time adaptive signal control and cycle optimization of traffic signals which will adjust signal timings in response to real-time events. This increases roadway traffic efficiencies and reduces commuter delays. Further system details are available in Attachment 7.

 

Paradigm Traffic Systems, Inc. is the sole provider for Econolite Products, Inc. in the State of Texas. The Centracs ATMS and the proposed intersection hardware are an integrated system manufactured by Econolite. All proposed hardware has proprietary features that ensure full functionality of the Centracs ATMS.

 

Staff is requesting Council’s consideration to approve the proposed final purchase of the Centracs ATMS and associated hardware with Paradigm Traffic Systems, Inc. in an amount not to exceed $474,680, utilizing the BuyBoard Contract #695-23. This is CIP project TR1901 budgeted in the FY2024-2028 CIP at $478,000.

FUNDING
