Consider and take action on a resolution authorizing a professional services agreement with Oller Engineering, Inc. for design, bid, and construction phase services related to the Kilgore-Davis Tract Trail Project (PK2205) in an amount not to exceed $464,867.00 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize a professional services agreement with Oller Engineering, Inc. to perform design, bid, and construction phase services related to the Kilgore-Davis Tract Trail Project (PK2205) in an amount not to exceed $464,867.00. The project will consist of two (2) separate design and construction projects.
The purpose of this project is to continue to upgrade existing park facilities as outlined in the 2017 Parks, Trails, and Open Space Plan. The 28.47-acre park land was dedicated to the City in the late 1980s and early 1990s and came from the Kilgore and Davis families. The project is the first phase of development of this park land and will include concrete trails at ground level as well as some elevated boardwalks and overlook areas for viewing wildlife along Clear Creek. This park, the Kilgore-Davis Tract, was one of three (3) site-specific park improvements within the Clear Creek Master Plan approved in 2023 by City Council. Within the Kilgore Davis Tract Park Concept, this shoreline trail was a major feature (see Attachment 3). The trail would connect Heritage Park and the designed Kayak Launch at the end of Kansas Avenue along Clear Creek, planned for construction in the near future. Due to anticipated high costs, the trail concept scope was altered and is the basis for this project (see Attachment 4).
Due to anticipated delays for environmental studies and USACE’s permitting process for the boardwalk and overlooks, the trail project is proposed to be broken into two projects. Project 1 is for construction of approximately 2,615 feet of 8-foot trails along the north end of Kansas Ave. and the uplands area of the site. The trail alignment will be designed to avoid Waters of the U.S. areas and wetlands thus avoiding need for a lengthy permitting process. If a permit is needed, it is anticipated to be a Nation-Wide permit that is acquired in less time. Project 2 is for construction of approximately 1,400 feet of at-ground trails, boardwalks, and two (2) overlook areas. Due to the proximity to wetland areas and Clear Creek, a Section 404 permit will be required from the USACE. An environmental study will be conducted to identify and minimize impacts to regulated areas. Both Projects are proposed to start design concurrently, but the intent is to bid Project 1 first and then once a permit is secured for Project 2, proceed with that Project’s construction. Project 1, once completed, will provide connectivity to Heritage Park.
Oller Engineering, Inc. has submitted a proposal to perform design, bid, and construction phase services for the two projects for a budget not to exceed $464,867.00, including the following major task categories and budgets:
Project 1 - Upland 8-foot Trails:
Basic Services $98,560.00
Special Services $165,657.00
TOTAL FEES for Project 1 $264,217.00
The design phase for Project 1 is proposed to be completed within 265 days, excluding City and approving-agencies’ review and approval periods, followed by bid and construction phases.
Project 2 - Lowland Trails, Boardwalk, & Overlooks:
Basic Services $146,010.00
Special Services $54,640.00
TOTAL FEES for Project 2 $200,650.00
TOTAL FEES for Projects 1 & 2 $464,867.00
The design phase for Project 2 is proposed to be completed within 275 days, excluding City and approving-agencies’ review and approval periods, followed by bid and construction phases.
Some components of Project 1 and Project 2 will be carried out concurrently.
Current conceptual construction estimates based on proposed scopes for Projects 1 & 2 are $600,000 and $1.85 million, respectively, which is below the current CIP budget of $4.04 Million. Construction costs will be updated throughout the design phase.
