Title

Hold a public hearing on proposed amendments to the Code of Ordinances of the City of League City, Chapter 125, Article 3, entitled “Zoning Regulations”, and “Appendix A: Definitions”, to create a land use for data centers (Mayor Long)

Background:

A public hearing is required to consider the proposed amendments to the Unified Development Code (UDC).

Project Timeline

September 24, 2026 - Notice of the public hearings was published in the paper.

October 19, 2026 - The Planning and Zoning Commission held a public hearing and recommended approval of the request.

October 27, 2026 - City Council is scheduled to hold a public hearing and hear the item on first reading.

November 17, 2026 - Subject to approval on first reading, City Council is scheduled to hear the item on second reading.

Project Summary:

Mayor Long sponsored the proposed amendment to the Unified Development Code (UDC) to require data centers to obtain a Special Use Permit (SUP) in commercial and industrial zoning districts. The current UDC does not specifically identify data centers as a distinct use category, creating a gap in the regulations regarding how these facilities should be classified and reviewed. This interim amendment is intended to close that regulatory gap and provide clear direction that data centers require an SUP before they may be established in League City. The City is also developing a more comprehensive amendment to address the development and operation of data centers, which will provide a more robust regulatory framework in the future.

On October 19, 2026, the Planning and Zoning Commission held a public hearing where nobody spoke. The Planning and Zoning Commission recommended approval of the request by a vote of 5-0-0.
