Consider and take action on a resolution authorizing an Interlocal Agreement with Galveston County Health District (GCHD) for water pollution control and abatement services in an amount not to exceed $34,109.30 (Director of Public Works)
Background:
Approval of this item will authorize an Interlocal Agreement with the Galveston County Health District (GCHD) for water pollution control and abatement services.
The City of League City and the Galveston County Health District (GCHD) participates in a contract wherein water pollution control and abatement services are provided to the City by GCHD. As part of this contract GCHD investigates, documents, and assists in resolving water quality (stream, not potable) related complaints within the jurisdictional limits of League City. GCHD conducts one annual comprehensive and three scheduled inspections of the City’s Dallas Salmon Wastewater Treatment Plant (DSWWTP) and Southwest Water Reclamation Facility (SWWRF). These inspections are consistent with current Texas Commission of Environmental Quality (TCEQ) inspection protocol for wastewater treatment facilities and are helpful in maintaining discharge permit requirements. The contract also provides as-needed investigations of non-point source water pollution incidents and surface water sampling (collect and lab testing) of local waterways in the support of the City’s MS4 stormwater permit and other water quality studies. Other participating entities include, Jamaica Beach, La Marque, Hitchcock, Santa Fe, Friendswood, Texas City, Dickinson, and Bayou Vista.
The proposed contract is based on GCHD’s adjusted per capita number of 77,787 and a slight rate increase to $0.35. The 2020 census identified a population of 114,392, representing an increase of 42,245 from the 2010 census. In recognition of the substantial cost impact to participating entities GCHD proposed an incremental implementation over a five-year period. This increase is the second of the proposed five increases and represents a 6% increase for the 2024/25 contract.

The annual cost of the program is $34,109.30. The contract is funded equally between the Wastewater Department and the Streets and Stormwater Department. The contract will run from October 1, 2024 through September 30, 2025. Adequate funding has been allocated and noted below.

FUNDING
{X} Funds in the amount of $34,109.30 will be split between the Wastewater Department and Streets & Stormwater Department from the following accounts in FY25: Wastewater - Professional Services account #10207500-53050 in the amount of $17,054.65 and Streets & Stormwater - Water/Wastewater Analysis account #3300000-53950 in the amount of $17,054.65.
