Consider and take action on a resolution authorizing a contract with Land & Sea Services, Inc. for the purchase and installation of a replacement standby generator at the Glen Cove Lift Station in an amount not to exceed $78,937.00 (Executive Director of Facilities, IT and The Ballpark and Director of Public Works)

 

Background:

The City currently operates a 175 kW emergency standby generator at the Glen Cove Lift Station. The generator remains fully operational and has not reached the end of its useful life. However, the existing generator is an older model and does not meet the acceptable sound levels for the surrounding area. As houses continue to be built closer to the generator, complaints of the sound are becoming more frequent.

 

To address the noise concerns, staff recommends replacing the existing unit with a new Cummins 150 kW generator equipped with a Level 2 sound-attenuated enclosure that meets the operational needs of the lift station while significantly reducing generator noise.

 

Rather than disposing of the existing 175 kW generator, the City will relocate it to the Vehicle Maintenance Facility, where it will replace the existing standby generator that has reached the end of its useful life and was scheduled for replacement in 2027. Staff anticipates an additional 10 to 15 years of life from the generator once it is relocated to the Vehicle Maintenance Facility. This approach allows the City to maximize the value of existing assets while replacing two generators through a single project.

Staff obtained proposals from multiple qualified vendors:

Evaluation

Staff evaluated the proposals based on cost, technical compliance, project scope, equipment, schedule, and overall value.

 

The proposal submitted by Land & Sea Services represents the lowest responsive cost while providing all required project components, including:

                     New Cummins 150 kW diesel standby generator.

                     Level 2 sound-attenuated enclosure.

                     24-hour base fuel tank.

                     PMG excitation.

                     OmniMetrix remote monitoring.

                     Removal of the existing Glen Cove generator.

                     Relocation and installation of the City's existing 175 kW generator at the Vehicle Maintenance Facility.

                     Crane services and startup.

 

This project provides the City with a long-term solution to the Glen Cove noise issue while extending the useful life of the City's existing generator through relocation to another City facility.

 

Staff Recommendation

Staff recommends awarding the contract to Land & Sea Services, Inc. in the amount of $78,937.00 and authorizing the City Manager to execute all necessary contract documents.

FUNDING

{X} Funds in the amount of $78,937 is available from Utility Capital Projects Fund 1055, with expenses charged to project expense string WW2401-CONSTRUCT-CONSTRUCT-RS CASH.
