Title
Consider and take action on a resolution authorizing an interlocal agreement between the City of League City and Galveston County for the transfer of ownership of Walter Hall Park (Director of Parks & Cultural Services)
Background:
Approval of this resolution will authorize staff to enter into an interlocal agreement with Galveston County for the transfer of fee simple ownership of Walter Hall Park to the City of League City. Walter Hall Park is an approximately 86-acre park located at 807 State Highway 3 North within the City of League City and is currently owned and operated by Galveston County.
Under the proposed Interlocal Agreement, Galveston County will convey ownership of Walter Hall Park to the City of League City. Upon the transfer of the property, the City will assume responsibility for the operation, maintenance, and improvement of the park.
The proposed agreement provides for the following:
• Transfer of Ownership: Galveston County will execute a special warranty deed conveying the County's interest in Walter Hall Park to the City of League City on the agreed-upon Transfer Date.
• City Operation and Maintenance: Upon the Transfer Date, the City will assume responsibility for the operation and maintenance of Walter Hall Park.
• Future Park Improvements: Following the transfer, the City intends to renovate, replace, or improve existing facilities within Walter Hall Park and other improvements as appropriate.
• County Maintenance Prior to Transfer: From the execution of the agreement through the Transfer Date, Galveston County will continue normal maintenance of Walter Hall Park.
• Pre-Transfer City Work: The County will allow the City to perform work at Walter Hall Park prior to the Transfer Date, provided the City obtains advance written approval from the County for any proposed work.
Financial Impact:
Upon transfer of Walter Hall Park, the City will assume the ongoing costs associated with the operation, maintenance, repair, and improvement of the approximately 86-acre park. Future capital improvements and replacement of equipment will be evaluated through the City's normal budgeting and capital improvement processes.

FUNDING
{X} FY2027 M&O of Walter Hall Park can be funded thru the budget for the M&O of Chester L. Davis Sportsplex in the General Fund. The M&O for Chester L. Davis Sportsplex can be funded thru 4B with an equal amount of the 4B debt service payments for Pat Hallisey Park funded with Park Dedication Fees. This maintains the same budget appropriation in FY2027 for the General Fund and 4B Fund, with the increase affecting the Park Dedication Fee Fund.
Future capital improvements of Walter Hall Park will be funded though the CIP, most likely utilizing Park Dedication Fees.
