Consider and take action on a resolution authorizing the submission of a grant application to the Texas Commission on Environmental Quality for the Texas Emissions Reduction Plan Program - Solicitation No. 582-24-85807-RG for the replacement of a 2011 Long-reach Excavator and authorizing the City Manager to accept any grant funds (Director of Public Works)

 

Background:

Approval of this item will authorize the submission of a grant application with the Texas Commission on Environmental Quality (TCEQ)/Texas Emissions Reduction Plan (TERP) Solicitation No. 582-85807-RG for the replacement of a 2011 Long-reach Excavator.

 

The proposed TERP Grant is administrated by the TCEQ and provides grant funding to replace vehicles and equipment with outdated emission systems with vehicles and equipment with the most current emission generation. The purpose of the grant is to continue efforts to improve federal mandated air quality standards. The proposed grant funds up to 80% of the replacement cost or the maximum grant amount listed in the rebate grants table, whichever is less. In this case the rebate grants table identifies $92,754 as the maximum eligible amount and is the lowest of the two available options. If awarded, the City has up to two years to purchase the applicable equipment and retains the right to reject the grant award with no penalty.

 

The City currently has two long-reach excavators that are utilized to maintain 40-plus miles of the City’s major drainage outfalls. The excavator eligible for this particular grant was purchased in 2011 and is scheduled for replacement in fiscal year 2026. If the grant is awarded, Staff recommends to utilize the grant funds in fiscal year 2026, within the allowable two-year purchase period.

 

Estimates acquired at this time identify a replacement cost of $390,000. The City’s match will be $297,246 with the remaining balance being grant funded in the amount of $92,754. The total cost is subject to change based on quotes received at the time of purchase.

 

The submission deadline for the TCEQ TERP Rebate Grants Application is July 29, 2024. If/when the grant is approved, staff will bring this item to City Council for consideration of approval before any action is taken to purchase the proposed equipment.

FUNDING

{X} Proceeds from the grant will be deposited into the Capital Replacement Fund, fund 4020. The vehicle will be budgeted to be replaced with funds from the Capital Replacement Fund within the 2-year allowable purchase period of the grant.
