Consider and take action on a resolution authorizing an Advance Funding Agreement with the Texas Department of Transportation for the cost of non-TxDOT standard items for the SH96 at Columbia Memorial Parkway and SH96 at FM270 Intersection Improvements Project (ST2502) (Executive Director of Capital Projects)
Background:
H-GAC selected the SH96 at Columbia Memorial Parkway and SH96 at FM 270 Intersection Improvements Project to receive Surface Transportation Block Grant (STBG) funds. Approval of this resolution will authorize City to enter into an Advance Funding Agreement (AFA) for the 100% payment of non-TxDOT standard items.
The traffic signal at SH96 and Columbia Memorial Pkwy currently operates at a Level of Service D in both the AM and PM peak hours. All left-turn movements experience high delay and operate at a Level of Service E or F during the AM and PM peak hours. The proposed improvements to the intersection include:
1. Design and rebuild existing traffic signals to current standards
2. Extend existing SH 96 eastbound and westbound left-turn lanes
3. Install eastbound and westbound right-turn lanes along SH 96
On December 6, 2025, City Council approved an Advance Funding Agreement with TxDOT for the overall construction of this project, which is estimated at $2,687,000. The City is receiving federal funding through the Surface Transportation Block Grant Program. This funding would cover 100% of the estimated construction cost. The City does not have a cash matching contribution to the federal government’s $2,687,000. Instead, the City’s 20% contribution will be covered in Transportation Development Credits valued at $537,400.
This second Advance Funding Agreement is for the cost of non-TxDOT standard items. The City is proposing to install City-standard black powder coated traffic signal and pedestrian poles, arms, and internally lighted street name signs. All non-TxDOT standard items are 100% responsibility of the City. The estimated cost for these non-TxDOT standard items is $80,640.00. The breakdown is as follows:
