Background:

Approval of this resolution will authorize a construction contract with Jerdon Enterprise, L.P. for the North Kansas Avenue Kayak Launch Project (PK1910A) in an amount not to exceed $1,095,653.52 which takes into account authorizing approval of deductive Change Order 1 for an amount of $413,789.98, and a Work Change Directive budget of $109,565 and authorizing a contract with Terracon Consultants, Inc. for material testing for an amount not to exceed $22,885, for a total construction budget of $1,228,103.52.

This project is the second kayak launch site identified in the City’s 2018 Strategic Plan, as part of the development of the Clear Creek Connections Paddle Trail.

This second kayak launch is located on Clear Creek, at the end of North Kansas Avenue. Project includes associated parking lot with a round-about, pedestrian handicapped accessible ramps and launch platform, signage, and trails which will have connectivity to future Kilgore Tract trail system.  A grant from the Texas General Land Office's Coastal Management Program (CMP) covered a portion of the design of this facility. Grant funding for construction is available from the CMP but due to the long lead time to secure the grant, it is recommended that the project move ahead utilizing only 4B Corporation funds, as budgeted.

Three (3) sealed bids were received on March 11, 2025 (Bid No. 25-0013). Based on the City’s A+B bidding method, and bids and contract times received, Jerdon Enterprise, L.P. submitted the lowest responsible and responsive cost value base bid in amount of $1,496,433.50 plus $13,000 for an add-on alternate 1 and 210 calendar days to complete.

Upon further evaluation and review of bids received, bid quantity errors by the engineer were discovered. The following was done to correct and reduce the overall cost of the project:
1. Lime stabilization quantity was reduced from 5,927 square yards (SY) to 2,000 SY (-$45,160.50)
2. 6” concrete quantity reduced from 1,133 SY to 415 SY (-$64,620)
3. 8” concrete quantity reduced from 3,115 SY to 1,040 SY (-$207,500)
4. The remaining 8” concrete quantity was converted to 6” concrete (-$10,400)
5. The landscaping budget was completely removed (-$55,250)
6. The kayak rack Alternate was removed (-$13,000)
7. Mobilization was adjusted for reduced contract value (4% of total adjusted contract) (-$17,859.48)

These corrections and modifications to scope were cross-checked with the other bid submittals and Jerdon Enterprise, L.P. remained the low bidder.   Additionally, these reductions were discussed with the low bidder.  These reductions are included in Change Order 1 which is an integral part of this request to award.
