Consider and take action on a resolution: 1) authorizing a three-year agreement with Delta Fire for the purchase of bunker gear in an amount not to exceed $483,552 and 2) a three-year agreement with FireDex for the Cleaning, Inspection, Repair and Rental of bunker gear in an amount not to exceed $132,300  (Fire Chief)

 

Background:

Approval of this item will authorize three-year (3) agreements for the purchase, inspection, cleaning, repair, and rental of bunker gear for the League City Fire Department.

 

On December 23, 2025, ITB 26-018 Bunker Gear Purchase, Rental, Cleaning, Inspection, and Repair was released to the public. Three (3) bids were received. Delta Fire is recommended for award of the bunker gear purchase as the only bidder offering bunker gear for purchase. Fire-Dex is recommended for inspection, cleaning, repair, and rental services as the lowest responsive bidder for rental services, and bundling these services provides the best overall value to the City.

 

The agreement with Delta Fire will provide for the purchase of a minimum of 32 sets of bunker gear in an amount not to exceed $483,552.00. Bunker gear is the personal protective equipment worn by firefighters and provides limited protection against adverse environmental effects during structural firefighting and other emergency operations where fire or physical hazards are present. Texas Commission on Fire Protection regulations require bunker gear to be removed from service 10 years after the date of manufacture. Each set consists of one (1) coat and one (1) pair of pants at a cost of $5,037.00 per set.

 

It is also recommended that a three-year (3) agreement be awarded to FireDex for the annual inspection, cleaning, and repair of approximately 250 sets of bunker gear in an amount not to exceed $106,500.00. These services ensure compliance with state regulations and maintain operational readiness for League City firefighters.

 

Additionally, it is recommended that a three-year (3) agreement be awarded to FireDex for the rental of at least 20 sets of bunker gear in an amount not to exceed $25,800.00. Rental gear includes a coat, pants, helmet, hood, gloves, and boots. Rental gear will be utilized for Academy classes, and to accommodate personnel who require non-standard sizing not readily available in the Department’s regular inventory.

 

If approved, the contracts will begin on March 1, 2026, and expire on October 31, 2029, with the option of two (2) one-year (1) renewals.

FUNDING

{X} For FY2026, funds are available from Fire Department Operating Supplies account #2850000-51250 in the amount of $161,174 for the purchase of bunker gear; Fire Department Contract Maintenance account #2850000-52250 in the amount of $35,500 for the cleaning, inspection, and repair of bunker gear; and Fire Department Operating Supplies account #2850000-51250 in the amount of $8,600 for the rental of bunker gear. Funding for the remaining balance in FY2027 and FY2028 will be included in the annual budget request.
