Title

Consider and take action on a resolution authorizing a professional services agreement with Cobb, Fendley & Associates (CobbFendley) for the design, bid, and construction phase services related to the Hobbs Road Extension to FM 517 Project (ST2101) in the amount not to exceed of $741,390 (Executive Director of Capital Projects)

Background:

Approval of this resolution will authorize a professional services agreement with CobbFendley to perform design, bid, and construction phase services for the Hobbs Road Extension to FM 517 Project in an amount not to exceed $741,390.

In 2021, under a preliminary design phase agreement, CobbFendley conducted an alternative route study, limited topographical and boundary surveys, environmental study, and drainage analysis to determine a feasible route for the extension of Hobbs Road from its current terminus point to FM 517. Additionally, the study looked at alternatives for the possible realignment of Cemetery Road so there will be a single signalized intersection for the two roads at the FM 517.  This would be a TxDOT preferred intersection when they will install the future mast-arm signal system as part of the proposed FM 517 widening.   This preliminary study was completed in 2021.

Since 2021, City staff been working on coordination with the City of Dickinson, Galveston County, TxDOT, owner of the vacant property, securing ROW alignment and detention pond site and outfall among other things.  This coordination resulted in an alignment shift further west (see Attachment 3).

The proposed alignment for the final design agreement being presented to Council would extend current Hobbs Road from approximately 265’ south of the intersection of Hobbs Road and Patagonia Street to FM 517, a distance approximately 2,100’.  Project will also include realignment of approximately 600’ of Cemetery Road to align with proposed Hobbs Road extension. The proposed re-alignment of Cemetery will fall within the League City jurisdiction.  The existing span-wire signal will be modified for a 4-way intersection, but the ultimate mast-arm signal will be installed as part of the TxDOT’s FM 517 widening construction which is still few years away. Though the design of Hobbs Road will include all 4-lanes, the City may only construct the 2-southbound lanes (western portion) at this time and leave the remaining 2-northbound lanes (eastern portion) to be constructed at a later date.  However, the intersection improvements at FM 517 will include all the 4 lanes and a left-turn lane.   Also, included with this scope of work will be the final roadway design of the 2-northbound lanes (eastern portion) from Ervin Street south approximately 400-ft to allow for future extension of the roadway without having to close the intersection once the extension of the northbound lanes is warranted.

CobbFendley will provide final design, bid & award, and construction administration phase services, as summarized below:

                                          Final Design                                                               $430,290

                                          Bid & Award                                                                  $13,190

                                          Construction Administration                       $72,500

                                          Special Services                                          $183,830

                                          Additional Services                                             $41,580

                                          TOTAL                                       $741,390

The design phase is proposed to be completed within 300 days, excluding City and other agencies review and approval periods. Construction is anticipated to begin in calendar year 2026.
