Consider and take action on a resolution authorizing a professional services agreement with Oller Engineering, Inc. for design, bid, and construction phase services related to the W. Walker  8-inch Waterline Back Feed Interconnect Project (WT1904L) in an amount not to exceed $70,945 (Executive Director of Capital Projects)

 

Background:

Approval of this resolution will authorize a professional services agreement with Oller Engineering, Inc. for design, bid, and construction phase services related to the W. Walker 8-inch Waterline Back Feed Interconnect Project (WT1904L) in an amount not to exceed $70,945.

 

This project is proposed to replace a SH 3 8-inch back feed interconnect project in FY 2025 budget.  After some pre-design field investigations and costing, it was determined that such cased crossing would be considerably deep, not as accessible as desired, and expensive for such a short line.  The W. Walker 8-inch line proposed herein will accomplish the same goal but with better access and integration into neighborhood distribution system.  This project will design and install approximately 780 feet of 8-inch waterline from W. Walker along the CenterPoint Energy’s power corridor to the intersection of Interurban St. at W. Wilkins (see Attachment 3). This project will provide redundancy to the neighborhood old distribution system as well areas along SH 3 in the case of outages and also minimizes the number of services that would be shut off due to those outages.  This area is currently served with a single 8-inch supply line from FM 518 down Interurban to West Galveston Road (see Attachment 4).   Additionally, this line will provide a looping and supply line for a future neighborhood potential water distribution system upgrade.  

 

The 8-inch line will be bored across W. Walker and constrained areas in CenterPoint Energy corridor and along an existing concrete-lined ditch and open-cut in other areas. Coordination, approval, and permitting will be required from CenterPoint Energy.  Consultant’s fee breakdown is as follows:

 

1.                     Design Plans & Spec’s                                                  $   37,000

2.                     Bid Phase Services                                                                   $     4,500

3.                     Construction Phase Services                                              $     7,000

4.                     Special Services                                                            $   12,445

5.                     Additional Services, As-Needed (Budget)   $   10,000

Total                                                                                        $   70,945

 

Design is anticipated to take 135 days excluding City review times.  A pre-design construction cost is estimated at $195,000.

FUNDING

{X} Funding in the amount of $70,945 is available from Miscellaneous Utility Capital Projects Fund, fund 1055, with expenses charged to project expense string WT1904L-PLAN DESIGN - DESIGN - RS CASH.
