Consider and take action on a resolution authorizing a Professional Services Agreement with GFT Infrastructure, Inc. in the amount of $345,000 for design, easement acquisition, bidding, and construction phase services associated with the extension of a 24-inch waterline along FM517 from approximately 900 feet west of Calder Road to approximately 700 feet east of Pedregal Boulevard (Executive Director of Development Services)
Background:
Approval of this item will authorize the City Manager to execute a Professional Services Agreement (PSA) with GFT Infrastructure, Inc. (GFT) for engineering, surveying, easement acquisition, bidding, and construction administration services associated with the extension of a 24-inch waterline along FM517.
The proposed project will extend approximately 24-inch water transmission infrastructure along FM517 from approximately 900 feet west of Calder Road to approximately 700 feet east of Pedregal Boulevard. This project is intended to support long-term water distribution system capacity, reliability, and future growth in accordance with the City’s Master Water Plan and related capital improvement planning efforts.
GFT has provided a preliminary estimated construction cost of approximately $2,797,500 for the project plus easement acquisition costs.
The proposed scope of services includes:
• Preparation of engineering design plans, specifications, and cost estimates for the proposed 24-inch waterline.
• Coordination with TxDOT and acquisition of required permits for work within FM 517 right-of-way.
• Easement acquisition support services, including surveying, metes and bounds descriptions, appraisals, negotiations, and acquisition coordination for approximately three easement parcels.
• Bid phase support, including pre-bid meetings, addenda preparation, bid tabulation, and recommendation of award.
• Construction phase services include shop drawing review, pay estimate review, construction coordination, substantial completion inspections, and record drawings.
The proposed PSA includes a total fee of $345,000 consisting of:
• $285,950 in basic engineering services; and
• $59,050 in special services associated with surveying, easement preparation, easement acquisition support, and project expenses.
The proposal anticipates approximately:
• 120 days for topographic survey, mapping, easement preparation, and 90% design submittals following receipt of right-of-access
• 30 days for final design following City review comments
• 60 days for bid and award activities
Construction duration is estimated at approximately 180 days.
Staff recommends approval of this agreement.
