Title
Consider and take action on a resolution directing removal of the City’s automated license plate reader cameras at fixed locations along public roadways if a majority rejects continued use of those cameras in the November 3, 2026 election, and addressing related matters (Mayor Long)
Background:
Approval of this item will establish the steps City staff must take if a majority of valid votes cast on Proposition A are “No,” including removal or covering of the City’s roadway cameras within 72 hours after the official canvass.
Community Discussion and Ballot Proposition:
The League City Police Department’s use of Flock cameras has generated public discussion and concerns about whether their use should continue. To obtain voter input, Council adopted Ordinance No. 2026-27, placing the following question on the November 3, 2026 ballot:
“As a nonbinding statement of voter preference, should the League City Police Department continue using automated license plate reader cameras at fixed locations on public roadways for law enforcement purposes?”
A “Yes” vote expresses a preference to continue the use described in Proposition A. A “No” vote expresses a preference to discontinue that use.
Council Direction Before the Election:
Council intends to honor the outcome of the election and wishes to make clear, before ballots are cast, what the City will do if a majority votes “No” on Proposition A. Adopting this resolution in advance would give voters a transparent account of the City’s planned response and demonstrate Council’s commitment to following through on their decision.
Staff Actions Required Following a Majority “No” Vote:
The resolution would direct staff to:
• Remove or cover City cameras within 72 hours. Have the City’s vendor remove the City’s fixed roadway cameras within 72 hours after Council completes the official canvass. Any cameras remaining in place must be covered or bagged by that deadline to prevent collection of license plate images and associated data. The covering must remain until removal.
• Address HOA cameras in City rights-of-way. Notify associations and equipment owners that their license plate reader cameras must be removed from City rights-of-way. Staff would establish deadlines as soon as legally and practically feasible, consistent with applicable law and existing permits or agreements.
• Evaluate Flock Contracts. Review the City’s Flock agreements and pursue changes needed to implement camera removal.
• Recommend other uses for available funds. Identify funds available after accounting for remaining contractual obligations, then recommend alternative public safety measures reflecting community priorities and citizen input.
Staff would report to Council on timing, costs, and obstacles. Implementation must comply with existing agreements and legal requirements, including records preservation.
