Title:

Presentation and discussion concerning the Parks and Recreation Strategic Plan (Director of Parks and Cultural Services)

Background:

The proposed Parks and Recreation Strategic Plan (Plan), which includes a realistic appraisal of available resources, constraints, and opportunities, establishes a five-year roadmap that keeps resident priorities visible across programming services, and resource decisions.  More specifically, the Plan is organized around a Primary Directive, four Strategic Directives, Key Initiatives, Critical Outcomes, and Performance Metrics.

Community-based strategic planning methods were utilized to solicit feedback from over 1,000 citizens that provided information that was integral to creating the Plan.  Staff analyzed, summarized, categorized, ranked feedback, and incorporated feedback from peer reviewers and City Staff to improve and form the final Plan.  The Plan is designed to enhance the resident experience through exceptional customer service, meaningful resident participation, effective communication, and high-quality programming.

Overall, residents have a very positive perception of League City’s Parks & Recreation Department and consistently describe it as one of the community’s greatest assets. Survey participants praised the quality and variety of parks, trails, recreation programs, and community events, while highlighting the Department’s welcoming, family-friendly atmosphere and dedicated staff. Youth sports, senior programming, theater and arts opportunities, and community events were frequently identified as favorite offerings, with many respondents expressing appreciation for the Department’s ability to foster a strong sense of community and provide meaningful recreational opportunities for residents of all ages.

At the same time, residents made it clear that the Department’s biggest challenge is not the quality of its programs, but keeping pace with League City’s rapid growth. Participants overwhelmingly expressed a desire for expanded recreation opportunities, including additional athletic fields, indoor recreation space, parks and trails, pickleball courts, and enhanced aquatics facilities. They also encouraged improvements to online registration, website functionality, and communication, along with additional program capacity to reduce waitlists and offer more evening, weekend, and senior programming. Collectively, the feedback reflects a community that values its Parks & Recreation Department, trusts it to deliver high-quality experiences, and strongly supports continued investment to expand facilities, programs, and services to meet growing demand.
