Title

Consider and take action on a resolution authorizing a professional services agreement with TBG Partners for the design, bid, and construction phase services related to the Memorial Plaza at the Pat Hallisey Park Project (PK2001B) in an amount not to exceed $88,200 (Executive Director of Capital Projects)

 

Background:

Approval of this resolution will authorize a professional services agreement with TBG Partners (TBG) for the design, bid, and construction phase services related to the Memorial Plaza at the Pat Hallisey Park Project (PK2001B) in an amount not to exceed $88,200.

The 106-acre Pat Hallisey Park, which is currently out for bids will be a regional sports park consisting of softball fields, Pony/Colt/Little League fields, soccer fields, tennis/pickleball courts, trails, restrooms, storage, concession stands, picnic facilities/pavilion, playgrounds, parking, lighting, landscaping, irrigation, detention ponds, and other amenities.  In 2025, Council instructed staff to develop concepts and costs for a Memorial Plaza within the park to honor the victims of the killing fields discovered in this area of the City.  Consultant presented concept options to Council on November 18, 2025 in a Work Session followed up with refinements and narrowing down the concepts to two (2) options which were then presented to Council in a Work Session on January 13, 2026.  Council selected Option 1 (See Attachment 4) to be further developed in design phase of the project.      

TBG Partners has submitted a proposal for the final design, bid, and construction phase services, for the project.   Project fees are as follows: 

1.                     Schematic & Design Services                                                 $ 48,200

2.                     Bid-Phase Services                                                                                  $   5,000

3.                     Pre-Construction & Observation Services    $ 10,000

4.                     Sub-Consultants                                                    $ 23,000

5.                     Reimbursable Expenses Budget                                               $   2,000

Total                                                                                                         $ 88,200

Design is proposed to be completed within 125 days, excluding City review periods to be followed by bid and construction phases.  It is intended to complete the Memorial Plaza concurrent with the Park construction.  The conceptual cost estimate for the project is $247,250.  This estimate will be updated at each design milestone submittal of the project.

FUNDING
