Background:

Approval of this item will authorize the City to enter into an agreement with Land and Sea Services 1, Inc. through BuyBoard for the final purchase and installation of two Cummins natural gas generators to supply backup power to City Hall, Walter Hall Library, and Hometown Heroes Park community center in an amount not to exceed $610,672.

City Hall Campus

The existing City Hall campus generator is over 30 years old and is approaching the end of its serviceable life The generator is essential as it has provided backup power on several occasions during severe weather incidents including Hurricane Harvey, Winter Storm Uri, and the most recent Hurricane Beryl. During these events the city prioritizes the opening of City Hall to better respond to the needs of the community.

 

Hometown Heroes Park (Funded by 4B)

Hometown Heroes does not have any source of back-up power, requiring the rental of portable generator units during a power loss event. Staff recommends the installation of a back-up generator unit for continuity of operations.

 

Historically Hometown Heroes has served as an emergency operation facility as it provides residents a place to warm, cool, and charge electronics during long term and routine power outages, and is deemed an essential facility within the city’s emergency operation plan. Over the last several years, Hometown heroes has been utilized as a:

                     Community shelter during Hurricane Harvey (2017)

                     Warming center during Winter Storm Uri (2021)

                     Meal and resource distribution site for residents during Winter Storm Uri (2021)

                     Warming center during Houston freeze (2022)

                     Cooling center during Hurricane Baryl (2024)

 

Helen Hall Library

Helen Hall Library has served as a secondary site for emergency operations. Residents utilize the site as a place to charge electronics or escape severe weather during regular business hours.

 

Land & Sea Services, Inc. is on BuyBoard (#657-21) and are the authorized Cummins Dealer for Galveston County and are the city’s current generator maintenance contractor.

 

The generators are funded under the CIP project FM2402, Generators for City Facilities. In years past, city staff has applied for grants to help supplement the costs of the generators, with no obligated awards to date. The CIP will include key generators to fund over the next 5 years. The Hometown Heros generator will be funded with 4B cash, approved at the May 6th, 2024 meeting with a budget not to exceed $235,803. The City Hall and generator and transfer switch will be funded with Cash.

FUNDING

{X} Funding in the amount of $374,869 ($319,420 + $55,449) for the City Hall generator and the Library transfer switch, is available from Miscellaneous Capital Project, fund 5015, with expenses charged to project expense string FM2402 - EQUIP-CAPITAL EQUIP- TS CASH. Funding in the amount of $235,803 for the Hometown Heroes generator is available from 4B Corporation, fund 3010, with expenses charged to project expense string FM2402 - EQUIP-CAPITAL EQUIP- 4B.
