Consider and take action on a resolution authorizing the League City Police Department to enter into a Memorandum of Understanding (MOU) with the U.S. Capitol Police for reimbursement of costs associated with requested and provided security details (Chief of Police)

 

Background:

Approval of this item will authorize the League City Police Department to enter into a Memorandum of Understanding (MOU) with the U.S. Capitol Police for reimbursement of costs associated with requested and provided security details.  In light of recent events targeting politically associated individuals, the U.S. Capitol Police have increased the number of security requests when political figures attend or host events.  Historically, these requests have been directed to and fulfilled by the League City Police Department.  However, the frequency of such requests has grown, often with little advance notice.

 

The League City Police Department remains committed to ensuring safe venues that protect the Constitutionally-protected freedoms of all persons.  To meet these requests without diminishing essential services for League City residents, the Department occasionally relies on using officers in an overtime capacity.  The duration and timing of these events vary, making overtime staffing the most practical approach.

 

It should be noted that this Memorandum of Understanding (MOU) does not require the Police Department to provide the requested security should manpower become an issue, but it affords the opportunity to request reimbursement. This MOU will allow the City to seek reimbursement from the U.S. Capitol Police for the cost of officer salaries, whether on-duty or overtime, during the periods in which security services are requested.  The reimbursement applies solely to officers' hourly wages and does not include fringe benefits or vehicles expenses.
