Background:
Consider and take action on a resolution authorizing a professional services agreement with Birkhoff, Hendricks & Carter (BHC), L.L.P. for design, bid, and construction phase services related to the Beacon Island/ Harbor Island Back Feed 12-inch Waterline across the marina canal (WT1904K) in an amount not to exceed $203,584.
The nearly 40-year-old line under the marina canal developed leaks and became unreliable. This line is currently out of service. The replacement line will loop the lines down Enterprise and Lighthouse neighborhoods and provide redundant service. Recent leaks and repairs to the aging line on Enterprise Ave. has shown the need for a water supply redundancy and service reliability. The approximately 750-foot new 12” back feed line is proposed to be directional drilled from the Beacon Island, under the canal, to Harbor Island, near the end of Enterprise Ave. and tie into existing 12-inch line. This crossing will require in-depth surveying of the canal, detailed engineering, environmental studies, and a USACE permit.
BHC design scope includes preliminary and final designs, surveying, land/easement acquisition services, and other services as presented below:
1. Preliminary & Design Phases $ 82,500
2. Bid-Phase Services $ 5,000
3. Construction Phase Services $ 12,000
4. Topo & Bathymetric Surveying $ 14,300
5. Land/Easement Acquisition $ 17,732
6. Environmental Studies, Geotech, Permit $ 69,552
7. Miscellaneous Project Expense $ 2,500
